• Live: last hour of the coronavirus health crisis

Under the name Applaude Madrid , the Culture Area of the City Council of the capital has presented this Tuesday its plan to "reactivate the Madrid culture" with twenty proposals: from a package of aid to theaters, cinemas or music halls worth 7.5 million euros to a voucher for healthcare professionals to go to municipal centers free of charge, through the assignment of spaces, tax breaks for film shoots or the advancement of caches to companies.

Aid plan of 7.5 million

The first measure that the delegate of Culture, Andrea Levy, has presented is a line of economic aid for the cultural sector worth 7.5 million, advanced in an interview with EL MUNDO on May 3. These grants may host theaters (1,909,000 euros), cinemas (1,172,500), live music rooms (1,338,000 euros) and theater, dance and circus companies (530,000 euros).

The alternative rooms and spaces for contemporary creation will also be included within these economic lines with a biannual aid of 1.64 and one million, respectively.

Some spaces that in order to benefit from this line of aid to "defray the costs of supplies and rent between March and September" must commit to keeping their doors open for at least one year once the state of alarm ends, which could be extended until the end of the month of June.

In the economic field, the City Council will also pay in advance 30% of deferred artistic contracts of up to 50,000 euros, will pay between 3% and 6% of those suspended as compensation and will contribute the 375,000 euros available to the Consortium Theater Rehabilitation -which together with INAEM and Community of Madrid- to adapt private spaces to security measures.

Transfer and reduction of rent in cultural spaces

Cultural spaces will also play a fundamental role in the de-escalation plans of the Madrid City Council's Culture Area. Thus the corporation proposes the free transfer of municipal spaces that are in disuse for the creative process of the cultural fabric and a reduction of up to 50% in the rental of spaces of Madrid Destination "depending on the quality of the artistic proposals received by private developers. "

Solidarity bonds

Within its plan, the municipal corporation has also included two cultural bonds for vulnerable groups and for health personnel. In the first case, the voucher will be activated at the start of the season and will last for a month so that the most disadvantaged, retired and unemployed groups can access the stage performances of the Spanish Theater, the Naves del Matadero, the Teatro Fernán Gómez , the Circo Price and the Quinta de los Molinos Open Space paying half the price.

In the case of the so-called sanitary voucher, the municipal cultural centers will reserve a part of their capacity for workers in this sector so that they can come for free during part of the season , which they do not detail in the Culture Area.

Tax breaks for filming

"That the capital be a film set again." That is the reference that the delegate of Culture has made to defend that the municipal corporation, through the Madrid Film Office, "is studying the feasibility" of a reduction in rates for the recording of films, series and documentaries in the centers of Madrid. Destination. Films that in the last year, prior to the coronavirus crisis, broke their record in the world of television fiction, reaching as many as 66 on the streets of the capital.

The publishing sector

The publishing sector is also included in the Aplaude Madrid plan with the renewal of municipal catalogs through direct purchase in bookstores in the capital. As detailed by the Culture Area, for this it has 330,000 euros for books and audiovisuals in municipal budgets , 100,000 euros for Vallecas libraries from participatory budgets and 1.1 million IFS (Financially Sustainable Investments).

The aid will also be extended with 80,000 and 95,000 euros to bookstores and publishers, respectively, to promote reading and with 76,000 euros for the Book Fair and the Old Book Fair. Precisely, on that Book Fair will be voted at the next plenary session on May 29 its declaration as an event of general interest.

In addition, during the past month of April, the Consistory approved at the proposal of the PSOE the elimination of the canon to the book stands of the Cuesta de Moyano while maintaining the state of alarm decreed by the central government because of the coronavirus.
