“The Ukrainian side once again ruled out the possibility of consolidating the special status of certain regions of Donetsk and Lugansk regions in the Constitution of Ukraine,” the office’s website said in a statement.

At the same time, Kiev reiterated that the elections in the Donbass could occur “only after Ukraine gained control of the border.”

Earlier, Russian Foreign Minister Sergei Lavrov said that the Russian side is observing Ukraine’s complete sabotage of the political part of the agreements reached at the Norman summit in Paris. 

In February, the head of the self-proclaimed Donetsk People’s Republic, Denis Pushilin, said that the Ukrainian authorities would not be able to “suppress the Donbass”.
