  The inspector pointed out that although important progress has been made in the environmental protection work in Qinghai Province, some localities and departments still have deficiencies in ideological understanding, development concepts, work style and work promotion, etc., compared with their important ecological status and the expectations of the people. There is still a gap.

  First, there is a gap in implementing the concept of ecological priority green development.

  The Qaidam Circular Economy Pilot Zone is one of the earliest 13 circular economy pilot zones in the country, but the implementation of the recycling concept is not in place. Four soda ash production companies in the pilot zone have long-term discharge of ammonia steam waste liquid into the drying pond for evaporation treatment. The annual emission is up to 30 million tons. Lack of overall planning and layout for the utilization and protection of salt lake resources, basically in the state of "development with salt lakes"; poor implementation of "fixing production with water", some enterprises have long-term violations of large-scale water withdrawals, and some enterprises have long-term violations of dams to draw water and destroy rivers and lakes Natural ecology, the Qinghai Salt Lake Group illegally diverted about 100 million cubic meters of water from the Golmud River in 2018 alone. Relevant departments did not pay attention to it and did not supervise it. The acquiescence was allowed, which led to the intensification of salinization and desertification in some regions.

  The implementation of "one post and two responsibilities" in environmental protection is not in place. The Provincial Forest and Grass Department did not carry out the investigation of grassland ecology and basic conditions within the required time, and the work of confirming the rights of natural resources was slow. Provincial Development and Reform, Energy, Industry and Information Departments have not issued the implementation rules to win the blue sky defense battle according to the regulations, and the goals of controlling total coal consumption and reducing non-electricity coal consumption have not been achieved, especially in 2018, non-electricity coal consumption increased by 225 Ten thousand tons.   Some localities and departments have a weak sense of the rule of law. The flood control project of Gequ River in Maqin County, Guoluo County is the practice of illegal sand mining in the name of dredging river channels, and the local government and relevant departments have ignored this; the construction of nursery bases by Maqin County Forest and Grass Bureau not only illegally invaded the Gequ River Channel The herdsmen's pastures were also invaded, and the masses responded strongly. The Manchagou sand quarry in Jimai Town, Dari County occupies more than 110 acres of natural grassland without authorization, illegally encroaching on the Jimai River channel, causing serious ecological damage and outstanding environmental impact. In Zeku County, Huangnan Prefecture, the site of the landfill of Maixiu Town was located in Sanjiangyuan National Nature Reserve without authorization, and the hidden environmental risks were prominent.

  The second is that some rectification and reform work is not in place.

  Provincial Natural Resources Department led the restoration and management of abandoned mines. The 47 rectification tasks that should be completed by the end of 2018, 12 were not completed at the time of inspection; the comprehensive renovation work of the Dachang gold mine in Yushu Prefecture lags behind, and there are still 30,000 at the time of inspection Tons of cyanide-containing hazardous wastes are stored in the open air, posing a threat to the surrounding environment. The excavation surface is nearly vertical, and ecological restoration is extremely difficult.

  Nangqian County and Yushu City of Yushu Prefecture “injected water” when reporting relevant data such as pens and grasses. In 2018, the two counties and cities reported 96,000 acres and 144,500 acres of pens and grasses, respectively, but the inspection team verified that the actual area was only 3.6 Ten thousand acres and 34,000 acres, also deliberately exaggerated the yield of forage acres, causing serious distortion of the data.   Third, there are still weak links in the protection of Qinghai Lake.

  The inspector found that the relevant departments of Qinghai Province did not have enough knowledge and attention to the extreme importance of protecting Qinghai Lake, and there were still weak links in their work. The construction of environmental infrastructure in the area around the lake lags behind, and the sewage treatment plant in Gangcha County on the north bank of the lake is overloaded for a long time. The 21.4% of the county government resident in Shaliuhe Town is a blank area of ​​the sewage pipe network, and the sewage is discharged into Qinghai Lake through the Shaliuhe River. At the time of the inspection, the construction of 3 sewage treatment plants and 4 township landfills in Gonghe County on the southern bank of the lake around the lake had not been started; the construction of the branch network of Heimahe Town sewage treatment plant was not promoted. After the main sewage pipeline is completed, the sewage will still be transported by tank trucks for debugging.

  The illegal and illegal sewage discharge is still prominent. Erlangjian sewage treatment plant is close to the Qinghai Lake area. Since October 2018, the maximum concentration of total phosphorus in the effluent has exceeded 9 times, and ammonia nitrogen and other excessive standards are also very prominent. The sludge generated by the Datanghe Town Sewage Treatment Plant since its commissioning in 2019 will accumulate at random in the plant area, which poses a greater environmental risk. Some hotels, restaurants, and bed and breakfasts around the lake also have the problem of direct drainage.

  Qinghai Province is waiting to wait and see on the reform of the Qinghai Lake management system and mechanism.   Fourth, the inspector also found some other outstanding problems.

  Sewage treatment plants and supporting piping network construction and management issues are outstanding. There are 5 unbuilt centralized sewage treatment plants in 16 industrial parks at or above the provincial level in the province. The overall planning of Xining City is inadequate, and multiple sewage treatment plants are overloaded or discharged, but the problem of the second sewage treatment plant's remote standard upgrade has not been properly resolved. After the first-line sewage treatment line was closed, about 20,000 tons of sewage overflowed every day. The Huangshui River was drained straight; until the inspectors were stationed, the third and sixth sewage treatment plants operating at full capacity were urgently arranged to undertake the diversion of the 20,000 tons of sewage. The transformation of rain and sewage diversion in Huangzhong County is progressing slowly. A large amount of rainwater carries sediment into the pipe network, causing the sewage treatment plant to be shut down many times. In 2019, about 150,000 tons of sewage will be discharged directly into the Huangshui River. There are weak links in the prevention and control of air pollution in Xining and Haidong. The asphalt project of Qinghai Xingu Construction Machinery Co., Ltd. has been illegally put into operation, and the pollution control facilities are seriously missing. A large number of pollutants are discharged directly; although the ferroalloy enterprises in Haidong City have installed smoke in the casting process Gas recovery device, but the operation effect of the recovery device of some enterprises is poor, and the fugitive emission of smoke and dust is still very serious.

  Illegal disposal of hazardous wastes is widespread. The Xining City Medical Waste Centralized Disposal Center has temporarily stored 800 tons of hazardous wastes; the 6-ton organic wastewater three-effect evaporation waste residue produced by Qinghai Pharmaceutical Factory since 2013 has not been treated. The storage of hazardous waste in the Golmud refinery of CNPC in Haixi Prefecture is not standardized, and a large number of waste iron barrels for storing low-temperature hydraulic oil are piled up in the open air. In addition, the mixing station of the second phase of Dawu Link of Qinghai Third Road and Bridge Construction Company will dig a large number of wastes containing asphalt waste mud and bury them at will.

  The inspectors demanded that efforts should be made to resolve outstanding ecological and environmental issues in the areas of Qinghai Lake protection, salt lake resource development, Sanjiangyuan protection, and grassland protection. All efforts should be made to promote water environment management in key watersheds such as the Huangshui River. It is necessary to promote pollution control, transformation and upgrading of the industry, resolutely crack down on illegal activities such as illegal sewage discharge and illegal disposal of hazardous waste, and accelerate the construction of environmental infrastructure. It is necessary to take serious accountability in accordance with regulations and disciplines, and to instruct the relevant departments to conduct further in-depth investigations, clarify responsibilities, and hold the accountable in accordance with relevant regulations. Those who need to carry out compensation for ecological environmental damage or need to file a public interest litigation shall be dealt with in accordance with relevant regulations.

  The inspector emphasized that the Qinghai Provincial Party Committee and the Provincial Government should study and formulate rectification plans based on the inspector's report, and report to the Party Central Committee and the State Council within 30 working days. The rectification plan and the implementation of the rectification shall be disclosed to the society in accordance with relevant regulations.
