In the document, the advisers of the Generalitat identify "absence of rigorous protocols and guidelines to deal with the crisis", "lack of coordination and leadership" , "deficiencies in the analysis and forecast of the importance of the pandemic", " lack of availability of tests to diagnose the disease and of personal protective equipment [for health workers] "and" lack of anticipation of the involvement of Covid-19 in the nursing home system ".

Health experts from the Generalitat admit that the "massive" lack of resources forced "having to decide between who could have the best chance of survival and who could not, no matter how hard it seems." The advisory council of the Catalan Government denounces that "a social alarm has been generated among the oldest and most vulnerable population, totally avoidable."

Likewise, he describes as "inhuman" not having allowed family members to say goodbye to their loved ones during the peak of the pandemic.
