  On the 16th, the State Council Office held a regular briefing on the State Council ’s policies to introduce the renovation work of old urban communities and answer questions from reporters.

  Huang Yan introduced that since the executive meeting of the State Council on June 19, 2019, the Ministry of Housing and Urban-Rural Development and relevant departments have mainly carried out the following work:

  The third is to promote the implementation of the annual transformation plan. From 2019, the transformation of old urban communities will be included in the affordable housing project, and central subsidy funding will be arranged.   The fourth is to actively promote the reopening of old urban community renovation projects. The remaining projects that are planned to be started have also started preliminary work such as soliciting opinions from residents and designing renovation plans.

  Huang Yan pointed out that in the next step, the Ministry of Housing and Urban-Rural Development will work with relevant departments to focus on the following tasks:

  One is to clarify the task of renovating old communities in cities and towns. Focus on the renovation of residential areas built before the end of 2000, improve community support and municipal infrastructure and environment, and improve the level of public services such as community pension, childcare, and medical care.

  The second is to establish and improve the organizational implementation mechanism. Guide localities to take overall responsibility, promote the orderly implementation of renovation projects according to the wishes of residents, and improve the long-term management mechanism of the community.

  The third is to establish a rational sharing mechanism between the government and residents and social forces for the reform funds. The central government grants subsidies to fulfill local fiscal expenditure responsibilities. The local government's special debt is given preference, and social capital and social forces are encouraged to participate in the transformation and operation.

  The fourth is to promote the renovation of old urban communities in 2020. Supervise all localities to do detailed and preliminary work, the focus is to do a good job of mobilizing residents to participate in the work, pay attention to project quality and construction safety, and implement the 2020 transformation plan in an orderly manner. The fifth is to summarize the results of the pilot. Actively summarize and promote the pilot results of the exploration of "9 mechanisms" in 2 provinces and 8 cities, guide localities to proceed from reality, accelerate the improvement of institutional mechanisms, and solve the difficult problems faced in the transformation.
