There are no regions left in Russia in which not a single case of coronavirus infection has been detected. On April 16, it became known that the first case of COVID-19 was found in the Altai Republic, where until recently there were no cases of infection.

According to the press service of the regional government, a coronavirus was found in a resident of one of the regions of the republic, to which relatives from a neighboring region had previously visited.

“The first tests performed confirmed the presence of coronavirus. Now work is underway to establish all possible contact persons and their examination, ”the press service said.

Over the past day, 3448 new cases of COVID-19 were identified in Russia. In total, from the beginning of the epidemic in the Russian Federation 27 938 infected with coronavirus were detected in 84 subjects, which is 14.1% more than the results of April 15.

During the day, 34 people died from complications arising from the background of COVID-19 and other concomitant diseases. The total number of deaths increased to 232 (0.83% of the total number of infected in the Russian Federation). In addition, 2,304 people recovered.

Among new cases, 45% are people aged 18 to 45 years, 35% - from 46 to 65 years. Another 10.5% are from 66 to 80 years old, another 4% are older than 80 years. Children make up 5% of cases.

According to the estimates of the infectious disease doctor Nikolai Malyshev, the peak of COVID-19 disease in Russia will come in one and a half to two months - in June-July.

“Every day we see an increasing number of cases, but since again the majority of experts agree that the peak will be somewhere in June-July, then, of course, these figures should not scare us, no matter how significant they are” , - RIA Novosti quoted Malyshev as saying.

He noted that, according to experts, one and a half to two months after the peak of the disease is reached in Russia, "there will be a decline."

Putin's instructions

Vladimir Putin instructed the government and the State Council working group to analyze and evaluate the measures taken to combat coronavirus in the regions by April 20.

According to a statement on the Kremlin’s website, recommendations should be sent to regional authorities based on the analysis.

After April 20, the analysis should be performed weekly. The president named Russian Prime Minister Mikhail Mishustin and Moscow Mayor Sergei Sobyanin responsible for carrying out the assignment.

In addition, before the 20th day, the government must decide on payments to citizens recognized as unemployed after March 1, 2020.

In addition to this, before April 25, it is necessary to decide on the allocation of budgetary funds for surcharges to salaries for healthcare workers, and report on monitoring the effectiveness and safety of vaccines by May 15.

Recall that on April 15, Putin held an online meeting with members of the government, where he proposed that the most affected companies from the coronavirus pandemic be allocated free financial assistance from the state for employee benefits. The President said that the amount of the subsidy will be equal to the minimum wage and amount to 12,130 rubles per employee.

Companies will be able to receive funds only if they retain at least 90% of the state as of April 1. As the head of state explained, these allocated funds of the enterprise will be able to direct to solving the current most urgent problems.

“Including the payment of salaries, to maintain the level of remuneration of their employees in April and May,” the president said.

Government measures

In turn, Russian Prime Minister Mikhail Mishustin spoke about new measures to support the economy during the coronavirus pandemic. In particular, the Cabinet intends to expand the list of the most affected sectors of the economy. The list will include trade in non-food products.

The government also sent a bill to the State Duma on the exemption from personal income tax of special payments to doctors and proposed to remove restrictions on the possibility of lending to one region of the other since 2021.

In addition to this, the government called for abandoning a rigid list of backbone enterprises in favor of lists that will be constantly maintained by line ministries. The Cabinet of Ministers also urged banks to get involved in the program for issuing soft loans to small and medium-sized businesses.
