Massive screening, quarantine for contaminated people and immunity certificate for the cured: the mayor of Paris Anne Hidalgo sent Matignon a plan to help the capital break out of containment by avoiding an epidemic recovery.

Questioned Thursday on this plan dated April 6 which AFP had a copy, the Prime Minister's services did not wish to comment.

Succeeding in the future deconfinement "requires better management of containment," says Hidalgo, pointing to shortcomings since the introduction of the system on March 17.

"In the absence of sufficient protective equipment, the contaminations continued in the economic structures which remained active," she said, and "many positive people returned home, unknowingly contaminating those around them, which has leads to maintaining a high level of virus in the population, including during confinement. "

Anne Hidalgo makes ten proposals for deconfinement, starting with the creation of a "precise map of the spread of the epidemic" in Paris, accompanied by serological tests as soon as they are "available and reliable".

The council also recommends the implementation of "massive screening" by defining priority audiences.

These screenings already practiced in nursing homes will continue in other collective establishments depending on the city and with at-risk audiences (homeless, drug addicts ...), says the mayor.

It also proposes to "organize them for agents of the Parisian public service, their families" and "young Parisians, from crèche to high school".

For those recovered from Covid-19, "presumed immunized against the disease and non-contagious after 21 days", Anne Hidalgo is considering an immunity certificate issued by a doctor allowing "to avoid certain obligations of confinement and barrier measures ".

Among the other proposals is the quarantine of infected people in suitable places. For this, the city will facilitate the mobilization of dedicated sites, hotels, for those who cannot be "confined to their homes in a satisfactory manner to protect those around them".
