After SVT News Skåne and Assignment Review revealed that the procurement, worth a total of SEK 1 billion in the Region of Skåne and the Västra Götaland region, may have been settled in advance, both regions immediately stopped the collaboration with the company Health Innovation, which owns the computer system Care Express.

Region Skåne appointed an external investigator who has since February examined the tours around the procurement. The consulting company PwC has now left a first message to Region Skåne.

- Their initial assessment is that it was right to stop and to appoint an external evaluation. There are signals that the procurement has not gone right, says CFO Lars-Åke Rudin.

PwC has now paused the review. Investigators are not allowed to travel to Skåne because of the corona virus. Before a final report can be submitted, the investigators want to conduct interviews with people on site in Skåne.

At the same time, Region Skåne wants to implement as soon as possible a new procurement of a digital tool that can be used by scans in view of the corona virus.

- We are preparing a tender. It's in a hurry, says Lars-Åke Rudin.

Anyone wishing to bid

If PwC is not able to complete the investigation due to the corona situation, can Health Innovation participate in the procurement?

- When we have announced this tender, anyone who wants to submit a tender can. They can participate in the procurement if they meet the requirements set in the advertisement, replies Lars-Åke Rudin.

The requirements that will be set in the procurement are still unclear.

Lars-Åke Rudin gives no concrete answer to the question whether Region Skåne should take into account that the company Health Innovation previously provided incorrect information on the scientific basis of the Care Express and that the CEO Damon Tojjar uses titles he does not have.
