The Government does not see the need to assess whether it could have done more before declaring a state of alarm to deal with the coronavirus health crisis. It hides that there is no point in doing "retrospective analysis" and that although it is incumbent on all Administrations to see how it improves, it makes no sense to ask whether or not it has been correct because the information now is more complete.

This is the response offered by the Executive spokeswoman, María Jesús Montero, on Tuesday, after EL MUNDO has published that the export of tests to detect Covid-19 was allowed until March 15, despite the fact that the World Health Organization ( WHO ) already recommended doing them in bulk to the population.

"One of the characteristics of this pandemic is that it has appeared in an improvised way in the whole of Europe and the form of contagion transmission," Montero said. And that this has prevented the collection of material or also prevented massive acts from being prohibited before.

"Decisions were made with the information we have at all times," said the government spokesman for Pedro Sánchez and the finance minister.

"Any question prior to the state of alarm are theoretical exercises that do not correspond to reality," he noted. "We tend to ask yesterday's questions with today's answers."

The Government understands that, despite the previous situation in Italy, Spain was one of the first countries to suffer the impact of the disease and that prevented taking "anticipatory" measures.

But in any case, he defends that what happened in Spain can serve the rest, that "they will be able to collect material that we, being the first, could not do." "Hopefully it will serve other countries," Montero has reiterated.

The minister assured that the Government has made a "huge effort to deal with this health emergency, to provide the health system with greater capacity for care and to go and find products anywhere in the world."
