According to the deputy, in the context of the fight against the spread of coronavirus in Russia, tenants may be forced to violate the self-isolation regime due to the termination of the contract of employment or completion of its operation during the period of self-isolation.

To solve this problem, it is proposed to prohibit homeowners from unilaterally breaking rental agreements for the duration of the self-isolation regime.

“At the same time, I consider it appropriate to oblige the owners to renew contracts expiring during the period of the self-isolation regime with tenants of the housing until the end of the self-isolation regime without changing financial conditions,” Fedorov said.

The parliamentarian also drew attention to those citizens who de facto rent housing without a hiring contract.

“For this category of persons, in the event of loss of their actual place of stay, I consider it appropriate to provide the opportunity to move within one locality or with relocation to another locality ... without imposing penalties on them, provided that the citizen receives a preliminary message from the citizen about the need to move and the address of a new place of residence, ”the text of the appeal says.
