Will the PP unconditionally support the extension of the state of alarm until April 26? Twelve days after the last one, today [yesterday] I received a call from Sánchez to inform me that he wants to extend the state of alarm. I told him we will support him a third time. If the decree is the same as the first one, as the president promised in his conversation today [yesterday] with me, without the limitations on freedoms or the economic restrictions that were incorporated later, we will support it. Support to save lives, yes, but not to ruin Spain. If there are decrees with harmful economic measures for future recovery, no. Since the state of alarm, we have supported almost all the harsh measures without being informed and informed by the press. That loyalty demands effectiveness. That unity requires transparency. Because what he didn't tell me was that the alarm was going to last even longer. If it remains opaque, it will have to be changed. Sánchez spoke yesterday of "successive states of alarm" while he was suspended sine die control of the Government in Congress. What is the PP going to do to avoid this prolonged exceptionality? The Parliament cannot be closed and the direct freedom to ask of the media cannot be restricted. State of national alarm does not mean state of silence. Sánchez does not want to appear in a control session, but then he will visit factories. You must come to Parliament every Wednesday to appear and give us explanations. In banana systems, communication is done through television shows in which you address the nation. In parliamentary democracies, that has to be done in Parliament. If you continue to overturn democratic control, we will no longer support the state of alarm. Is authoritarian use of the state of alarm being made? Are we in a state of emergency? They have exceeded the state of alarm, which does not contemplate limitation of fundamental rights. They also have the Parliament closed, the opposition, ignored and the press, silenced. But above loyalty to the Government is our loyalty to the Spanish. And we must report this. What the government has to do in return is be effective. Do we have to present unity of action against the virus? Yes. But the government that has a single command with exceptional powers has to be responsible and transparent. With maximum powers it offers minimum efficiency. Never has a government with so many powers been able to do less.

The powers of the alarm state are not the same as those of exception. Are you going to ask for changes? If proposed as presented, we would maintain our consistency and support it. In return, they have to do well to contain the pandemic, supply the doctors, take immediate and effective economic measures. Not even with a surpassed alarm state are they being effective. The Prime Minister yesterday invoked the La Moncloa pacts. Do you share the conviction that a great concertation agreement will be necessary to get out of the crisis? The first thing: this crisis has already overcome the Government, but I think that society, the Spain of the balconies, will overcome this crisis. I am the main defender that there must be a shared strategy between the opposition, the government, social partners and civil society, to get out of this crisis. The second: everything in time. You have to save lives first and then you have to save companies and jobs. The PP supports the royal decrees, but it has already been clear that Pedro Sánchez wants to continue governing with this Government. Sánchez and Iglesias are the same. And third reflection on the Pacts of the Moncloa: it is a decoy that the Government draws from the bad numbers of the pandemic, to hold others accountable that it is not being effective. Does it therefore reject pacts like those of La Moncloa? We do not have to get carried away by the government's slogans. I am satisfied that the Government comply with the pacts that Spain has: the Pact of Toledo, those of La Moncloa, those of the deficit or budgetary stability, etc. Having said what I have just said, I am completely in favor of social dialogue, that we dialogue on these issues. If the Government wants to mask in the Moncloa Pacts a regime change or the opposite of what they were in 1977 (flexibility and economic orthodoxy), that is, the Podemos agenda, we are not going to rewrite the good history of Spain . Now, the big difference with 1977, is that we are in the EU and that is our network. And if what you want is simply to delve into how to get out of a crisis, you do not have to go to 77, but to 2012: you can go without a rescue from the EU. Does the PP not see an opportunity in global pacts that border the "Podemos agenda" that you want to stop? The Government is one, not trill. The government belongs to Sánchez e Iglesias. My surprise is that the PSOE considers that it is necessary to modify the labor, economic and budgetary stability pillars that are in force since the Moncloa Pacts. Institutions are not failing, companies are not failing, Public Administrations are not failing, nor are journalists asking too much. Let's not go back to the tent again. I don't think we have to rebuild our system. It is not a system problem. It is a problem of this Government. Since January 30, when Health assumed the powers of public health surveillance, the Ministry ignored five alerts from the WHO to provide medical supplies. What kind of responsibilities is the PP going to ask the minister for? We are demonstrating enormous responsibility, but we are not going to stop demanding all the responsibilities. I have the feeling that no one is behind the wheel. The Minister of Health is seeing that he has no experience in health management. More than a single command, there is a unique chaos. They have not facilitated the coordination of the autonomies. There are five denials to the WHO and the EU. The question is why. This two-month delay in relation to alerts is an irresponsibility that they will have to respond to. Should Salvador Illa resign? When operating in the operating room, rather than starting to change personnel, what we have to do is indicate what it is what they are doing wrong. The loyalty that we are showing from the opposition, we wish we had had it in other crises. They cannot hold others responsible for their irresponsibility. They say that this pandemic could not be foreseen. That is false. And they are always compared to Italy, whose government depends on the Italian Podemos. Why not look at Germany? In Corea? We have claimed the Korean model, with massive tests, which also does not paralyze the economy. They also say that the healthcare system was dismantled. Whoever cuts 1.5 billion in public health is Zapatero. And who recovers 3,700 million in health is Rajoy. The third false mantra is that, since the pandemic cannot be foreseen, but there may be more, a state-run exit from the public system is necessary. The Podemos agenda. That's dangerous. The EU recommended on March 2 that no mass events take place. The Government maintained those of that weekend. Do you think it was due to the political will not to bear the cost of suspending 8-M? The government is not being humble. I see tics of arrogance with the ignorance of the opposition and the press. It does not recognize any errors, it does not apologize, for example for this demonstration. There is also concealment of information, with lies. And there is a third attribute that we are learning about, which is incompetence. In 8-M, all three join. This Government has prioritized ideology over the protection of the population in the face of such severe pandemic warnings. They will have to take responsibility. Do you regret that the PP officially went to 8-M? I did not have the information from the EU or the WHO. As I did not call the march or indicate anyone to go, I can say that the PP did not organize any event that day. What do you think of the scandal of the tests acquired by Health that do not work? It's very serious. Health personnel are unprotected. That is unforgivable. Spain is the country with the most infections in the world. 14,000 infected doctors and several dead. There is another problem: the numbers. The logical thing is that they are much older. Every day some personal story comes to me that shows the harshness of this crisis. Families who cannot even watch over their loved ones. Widows who are isolated without their children being able to hug them. I can't get it out of my head. It is a terrible drama. That is why we ask the Government to decree official mourning, to hold a state funeral and a monument to all the victims. We owe them an acknowledgment for all that they have suffered alone. We have approved 800 initiatives. The last one, an extra complement for health personnel, and zero taxes for essential workers. It is a gross payment for police, civil guards, delivery men, journalists, ATMs and groups that are standing up against the pandemic. The government now advises wearing masks, after claiming otherwise for weeks. In a crisis like this, you cannot lurch . The supposed government experts are those who saw no problem in demonstrating against the criteria of all international organizations. The technical assumptions are unable to bring material. The supposed scientists did not see the masks necessary and now they are going to impose them. The doctors do not even have enough, how are they going to guarantee that the citizens have them? Is the PP in favor of lifting and closing the non-essential activities? PP pressure has paid off. I think that as soon as we can and we have limited contagions and prevented deaths, the economy must be reopened gradually. Starting with the sectors in which there is a lower risk of contagion. And do so by favoring competitiveness and flexibility with lower taxes and fixed costs. Do the state coffers have the capacity to support the increase in spending derived from the increase in unemployment, aid to combat the virus, the decrease in tax revenues due to the scarcity activity and the fiscal reduction that you request? I do not sin of sufficiency, but the PP already did it twice: in the 90, with Aznar, and in 2012, with Rajoy. We know how to do it. Spain is already receiving European lines of support, without the need to continue looking for external enemies. The ECB is already buying 2% of the Spanish GDP in debt, and because there is already a de facto line announced by the president of the Commission, which is going to help the ERTE benefits. So, is this government going to need to go to rescue programs like the Mede? Effective management now should avoid it, because the government does have liquidity. Former Minister Luis de Guindos has proposed an emergency basic income. Do you share it? I agree that no one can be left behind. And a minimum temporary income like the one proposed by Guindos and which already exists in some autonomous regions means that legal security must not be breached, but rather help many families in extreme circumstances. The PP already did it with the Prepare plan.
