The head of the Court of Instruction 1 of Barcelona, ​​Joaquín Aguirre, investigates 49 people for alleged irregularities in the granting of grants from the Diputación de Barcelona, ​​and plans to summon them to testify as investigated, according to a car.

The alleged diversion of funds from the Diputación to various organizations, some of the sovereign orbit and the CDC , is being investigated, and the date of the declarations has not yet been set, according to 'El Periódico'.

Among those investigated is the former head of international relations at CDC, founder of the Igman Foundation and president of the Catmon Foundation, Victor Terradellas, who allegedly received irregular grants.

The deputy of JxCat in the Parlament Francesc de Dalmases is also cited , for his time at the Catmon and Igman Foundation, on whom the judge points out that it is not appropriate to cite him as investigated because he has the status of graduated before the Superior Court of Justice of Catalonia ( TSJC), so it considers that it is appropriate to issue a reasoned statement to the court to investigate it, once the study of the documentary evidence is completed and the investigators declare.

Judge Aguirre has divided the case into eight separate pieces, one for each individual or legal entity that allegedly benefited from irregular subsidies, in which the related persons appear, to "simplify and activate the procedure."

The magistrate adopts this decision after receiving an extensive report from the Civil Guard in which 48 people were mentioned, including ex-charges of the Diputación, supposedly responsible for the diversion of funds towards entities related to independence.

Among those investigated is the former president of the Diputación de Barcelona Salvador Esteve; the deputy deputy to the Presidency and director of International Relations of the Provincial Council between 2011 and 2015, Joan Carles Garcia, who was mayor of Tordera (Barcelona); the former head of the Office of Development Cooperation of the Diputación Jonatan Jorba, and the former director of International Relations Jordi Castells, who resigned in his day.

According to the Civil Guard report, Joan Carles Garcia allegedly placed Castells and Jorba, linked to CDC, in the Diputación de Barcelona "allowing from International Relations the authorization of grants loaded with irregularities that reversed in formations and foundations near the former CiU and PDeCAT ".

The Armed Institute notes in its report that the Igman association and the Catmon Foundation of Víctor Terradellas received grants from the Provincial Council, but also from some departments of the Generalitat.

The researchers detected alleged irregularities in a total of 26 grant files processed by the Barcelona Provincial Council to 13 entities such as CATmón, Igman and Voltia, which total around one million euros in grants.

In most cases, they did not submit the required documentation, the documentation provided to justify the amount received was "scarce", with reports copied from the Internet and the proposed activities were not carried out, among others.

The Civil Guard assures that all the institutions that granted subsidies were under the orbit of the old CDC, and affirm that there was "an organizational plot directed from the public institutions controlled by a certain political force for their own benefit."

They consider that part of these diverted funds could allegedly be used to finance the sovereignty process "through public subsidies to entities directly linked to the 'process," as is the case with Catmon and Igman. "

The case started as a result of complaints by technicians of the Provincial Council that were reflected in a report of Labor Risks that was first sent anonymously to the Court of Instruction 1 of El Vendrell (Tarragona) that investigated 3% and then passed to the judge of Barcelona.
