The deputies Hubert Julien-Laferrière (Rhône) and Delphine Bagarry (Alpes-de-Haute-Provence) announced Monday that they were leaving the group La République en Marche in the National Assembly after the government's decision to use 49-3 to adopt his pension reform project.

"While the country has been for 15 months, with the crisis of yellow vests and then the pension reform, shaken by social movements of an intensity rarely reached, I do not resign myself to letting throw discredit again on the Parliament" , wrote the deputy from the Rhône in a press release entitled "why I am leaving the group".

"The use of article 49-3 of the Constitution by the Prime Minister will stir up tensions and lead to the adoption of a capital law without vote and without the representatives of the Nation being able to debate until the end ", he warned.

Mr. Julien-Laferrière, elected since June 2017, however remains initially "related LREM" to the Assembly, according to his entourage. He said he would not vote "motions of censure because each of the oppositions will also have contributed greatly to this discredit".

As for his departure from the LREM movement, his entourage informed AFP that the deputy "left time for reflection".

In a statement sent to AFP, Delphine Bagarry, also announced her departure from the majority group, explaining in particular that she is not found "in the method of the government and the inappropriate use of 49-3". It will initially sit among the non-registered.

This elected representative of the left wing, member of the social democratic collective, deplores in particular that "the chain and the multiplicity of precipitated reforms do not leave time for consultation and oblige the recourse to the ordinances or to the 49-3 which confer on the 'executive a stranglehold de facto parliamentarians and citizens born of any discussion or improvement ".

A doctor by profession and a member of the Social Affairs committee, this elected representative from the left wing had recently co-signed a platform to oppose the use of 49-3 in advance.

Since the government announced the use of 49-3 to have its pension reform project adopted, Bouches-du-Rhône senator Michel Amiel has announced his departure from the majority party, while the campaign offices 'Edouard Philippe in Le Havre and Minister Gérald Darmanin in Tourcoing were tagged.

The macronist group has pronounced three exclusions since the start of the legislature and has now recorded a dozen voluntary departures, against the background of conflicts on the LREM line or disagreement for the municipal authorities. There are also several passages from full members to relatives.

With the full departure of Ms. Bagarry from the LREM group, the workforce fell to 298, while the absolute majority was 289 seats. But counting the ally of MoDem and its 46 deputies, the majority can rely on 344 elected out of 577.
