The decree of schooling approved by the Government of the PP and Cs to reorder the process of distribution of school places in Andalusia has provoked an angry response from the unions that represent public education workers and also from federations of parents of students , because they believe that the changes introduced benefit the concerted centers and sacrifice the public . Together they have called for a mobilization campaign that includes the call, for this Wednesday, March 4, of a strike in education for all non-university levels, the first facing the Government of Juan Manuel Moreno in this legislature.

It seems clear therefore that, beyond dealing with the need to balance supply and demand, behind each of these models (that of the Government and that of the Board) there is a substantive discrepancy on what should be the role of concerted education. in the public education system. However, Adelante Andalucía, the PSOE or the convening unions (all those that have representation at the sectoral table), in addition to the federations of parents of students, demand the withdrawal of the decree, the resignation of the director, Javier Imbroda, and the elimination of educational concerts with private centers as the decline in demand empties schools in the first levels of compulsory education.

If the Government and the opposition agree on something, therefore, it is that the strike called for this Wednesday in education has an "ideological" motivation because it opens a debate on the freedom of families to choose educational center and prevalence of that criterion at the time of reorganizing the educational offer or of applying reductions of places as a result of the fall of the birth rate.

The Andalusian decree indicates that the Board «will program the educational offer of the teaching taking into account the existing budgetary provisions and the principle of economy and efficiency in the use of public resources and, as a guarantee of the quality of education, adequate and Balanced schooling of students with specific educational needs for educational support, taking into account the existing offer of public and private schools and social demand ».

That is, the Board is far from considering family preferences as the sole or prevalent criterion. In fact, the rule puts budgetary constraints and the "principle of economy and efficiency in the use of resources" ahead. But the mere mention of the term "social demand" implies a substantial change in which much of the educational community He has seen a threat to the survival of certain public centers, assuming that the pressure of families will always benefit the concerted centers.

In addition, the decree also modifies the areas of schooling, so that all families are guaranteed to have at least one concerted center (it is also guaranteed that there will be at least one public center) in their area. This change expands, de facto, the potential clientele of the concerted centers, which would somehow guarantee the continuity of their lines despite the decline in birth rates.

The strike is called by the Andalusian Platform by the Public School, integrated by UGT, CGT, CCOO and Ustea, the Confederation of Associations of Fathers and Mothers (Codapa) and the Student Front (FdE), and others have joined unions such as CSIF or ANPE .

The spokesman of the Andalusian Government, Elías Bendodo , said Monday that the PSOE and Adelante Andalucía are raising a strike "to confront public and concerted education", leading to "a sterile war that does not contribute anything to the public system" and therefore , "An ideological strike".
