After the death, the municipality was notified to both the Inspection for Health and Care and the Ombudsman for Justice. In the JO report it can be read that an officer from the municipality talked to the person in question on the day he died and that the man then stated that he had taken heroin. But Vilhelmina Municipality did not take any action.

Should have done an investigation

IVO states in its decision that the Social Committee should have initiated a so-called LVM investigation (Act on the Treatment of Addicts) and decided on a medical examination.

- Although the social service's efforts are based on voluntary services, there is protective legislation for the vulnerable. And if you are under the influence, you can't always decide if you need care, says Pia Karlsson, who is the unit manager at IVO.

May be more controls

According to Pia Karlsson, IVO will not take any action against Vilhelmina municipality at present.

- But more checks may be needed in the future. There may be reasons to review Vilhelmina and how they work under another supervision, says Pia Karlsson.

SVT has sought the chairman of the Social Committee in Vilhelmina for a comment, with no results.
