The municipal survey that was presented on Wednesday is called “Stronger municipalities - with the capacity to fulfill the welfare mission. In this investigation, the investigator has determined that many of the Swedish municipalities are very small. And so it looks in Kalmar and Kronoberg counties too.

The Nordic neighboring countries have concluded that at least 20,000 inhabitants are required for a municipality to be robust, but there are so many residents in only seven of the two counties' municipalities. The other 13 municipalities are below that figure, and the least of all municipalities in Kalmar and Kronoberg counties is Högsby municipality with 6094 inhabitants.

In order for small municipalities to grow, a number of proposals are presented in the comprehensive study. Among other things, proposed study debts for housing in certain municipalities are proposed - and state takeover of municipal debts in voluntary municipal mergers.
