This is stated on the website of the political force.

According to the politician, Goncharuk announced at the end of January at a meeting at Zelensky that he would reduce tariffs for heat supply services.

“However, it was already mid-February, and the promised reduction in tariffs was not there and never is,” said the head of the party’s political council.

At the same time, Medvedchuk noted, referring to the State Statistics Service of Ukraine, that in December 2019, heating tariffs were indeed reduced, but only by 2.3%, and not on the 5–35% promised by Goncharuk, and in January 2020, tariffs increased significantly.

“Accordingly, the president is once again confident that tariffs for housing and communal services in Ukraine have been reduced by almost a third, but in fact they are growing. Thus, Prime Minister Goncharuk and the leadership of Naftogaz are pursuing a policy of consistent misinformation of the country's president and the entire Ukrainian society, ”he said.

December 2, 2019 Zelensky spoke about a way to reduce heating tariffs by almost half.
