Donald Trump will have to ask for "a debate and a vote in Congress", the only one who can declare war on the Constitution, before any "offensive war" against the Islamic Republic. On Thursday, February 13, the United States Senate passed a resolution by a large majority to curb Donald Trump's military action against Iran.

The text specifies that the president retains the capacity to initiate military action in the event of an "imminent" attack against the country. He must be sent to the House of Representatives, which is controlled by the Democrats and where he is likely to be confirmed.

This resolution initiated by the Democrats and supported by eight republican elected representatives who nevertheless have the majority, is a new snub for the American president.

Donald Trump has already indicated that he will veto this resolution which would send "a very bad signal" to Tehran.

In 2019, Congress had already approved a resolution demanding the end of American support for the Saudi military coalition in the war in Yemen, with the exception of operations targeting jihadist groups. Donald Trump had already vetoed it.
