The statement emphasizes that even at the stage of discussion of the draft resolution, Russian representatives adhered to a clear position - the fundamental principle of the Libyan settlement, enshrined in previous Security Council resolutions on Libya, according to which only Libyans themselves can determine the future of their country, should apply to all recommendations to the Libyan parties, including from the UN Security Council.

“Recall that our adherence to the“ final provisions ”of the summit in Berlin was precisely due to the need for their subsequent coordination with the Libyans,” the Foreign Ministry said.

It is noted that the Russian side urged colleagues in the Security Council not to rush to adopt a resolution and seek agreement between the Libyan parties and the outcome of the Berlin Conference, and other UN Security Council members who were not invited to Berlin also noted the importance of this.

"However, the British authors decided to" cut off "this path and simply quickly adopt a resolution of the Security Council, apparently without thinking about whether it would be viable," the statement said.

It is reported that the constructive proposals of the Russian side were rejected, as a result of which the adopted resolution contains many unbalanced provisions, and also provides for the possibility of imposing sanctions for failure to fulfill what is not yet, and requires the Secretary-General to submit his recommendations on this subject.

“This, in particular, concerns the still not concluded truce,” the Foreign Ministry said.

The Foreign Ministry expressed doubt that "such ultimatums and unilateral approaches will contribute to the advancement of the Libyan settlement" and noted that "persistent promotion of plans developed without taking into account the opinions of Libyans is even more doubtful."

At the same time, the Foreign Ministry emphasized that Moscow "will continue to work with all key Libyan players, setting them up to the earliest possible achievement of a permanent truce and discussing the whole range of issues related to restoring the unity of the Libyan state and normalizing life in the country."

Earlier it was reported that the UN Security Council adopted a resolution approving the outcome of the Berlin conference on Libya. Russia abstained from voting.
