On Thursday, January 30, police find a dead person in an apartment in Norrköping. In connection with this, two people, a woman and a man aged 40, are arrested on suspicion of causing another's death and violation of marital peace.

Shortly thereafter, the woman's lawyer Per Oehme confirms that the deceased is a three-year-old girl.

"In her opinion, this is a tragic accident in the home," said Per Oehme.

Just days later, the couple, who are three-year-olds, are arrested for probable cause.

Norrköping Municipality then activates a crisis group to "respond to the concerns that exist".

Dad was sentenced to prison

As several media have previously reported, the social committee in Norrköping fought for the three-year-old girl, who was cared for when she was only a few days old, to stay with her foster parents.

In a judgment from the administrative court that SVT News took note of, it appears that the girl had abstinence when she was born and that both her parents suffered from extensive mental illness and abuse.

The court order gave the parents the right

In the spring of 2018, the social committee in Norrköping rejected the parents' request to get the girl back. The parents appealed the decision to the administrative court. There the parents claimed that they had now arranged their life.

But according to the Social Committee, parents still suffered from mental illness - both also refused to submit drug tests. The mother medicated daily.

The administrative court decided that the girl would stay in her foster home where she had her safety.

But the parents did not give in and appealed to the Jönköping District Court - which made a new assessment. In addition, the girl's lawyer Martin Bengtsson stood on the parents' side - he felt that there was no risk to the three-year-old's health.

“There is no doubt that NN is developing well and receiving love and care,” was the message he conveyed in court.

In the spring of 2019, the girl was registered at her mother's address. Less than a year later, she was dead.

"The Court of Appeal's assessment, as I interpret it, is that it is considered that there is no longer a significant risk for this child to move home," says Henrik Walgeborg, city attorney, Norrköping Municipality.

The parents themselves thought they had arranged their lives. Was that so?

- I don't have that transparency that way. I look at this based on the evidence available. There had been improvements, I think everyone agreed. The question was really whether there were enough far-reaching improvements. There we were of different opinion. The Social Committee thought it was not good or safe enough for this girl to move home, but it considered the House of Commons that it was.

What do you think, then, that the Administrative Court came to a different position?

- I have respect for their conclusion on this matter. It was a very difficult matter and it is very difficult for the Social Committee to highlight the lack of care. It becomes especially difficult when you have custodians who do not cooperate with the Social Committee, says Henrik Walgeborg.
