Amal al-Hilali - Tunisia

In a situation considered by observers to be an escalation against the Prime Minister-designate, the leader of the Ennahda Movement, Rashid Ghannouchi, said that Elias Al-Fakhfakh is not the best person to form the government, and that the President of the Republic, Qais Saeed, made a mistake when he chose this task.

Ghannouchi said in a local radio statement today, Wednesday, that the Renaissance movement had proposed other names, but the President of the Republic did not choose the best character, stressing in return his refusal to exclude the "Heart of Tunisia" party from the path of forming the government, and that the latter would not pass in Parliament if he continued to exclude this The party.

He asked about the motives for imposing traps to pre-classify the parties and put some of them in the category of the opposition, even though they expressed their willingness to participate in the government, in reference to "the heart of Tunisia".

Ghannouchi - who holds the presidency of the parliament - renewed his adherence to a government of national unity without exclusion, and invited him, Prime Minister-designate Elias El-Fakhfakh, to expand the circle of consultations between the parties - including the "Heart of Tunisia" - to ensure his government passed a comfortable political belt of more than 145 votes.

The comments of the head of the Renaissance movement come one day after the parties participating in the government formation consultations postponed signing the contract document for the government’s program, which the traps presented to the parties and received mixed reactions between rejection and reservation.

The best for Tunisia
Member of the negotiating team for the Prime Minister-designate, Fathi Al-Tozari, responded to Ghannouchi's statements by saying that "traps are not the best for Ennahda, but it is the best for Tunisia."

Al-Tozari indicated in a local media statement that the traps were chosen by the President of the Republic as the best person, and that he would not bow to the condition of Ennahda Movement in engaging the "Heart of Tunisia", and would proceed with his choice and respect the will of the voters and parties that voted for President Saeed in the elections.

He also accused Al-Nahda Movement of exporting the crisis and obstructing the path of forming the government, stressing, in return, that reducing the government to Al-Nahda without the rest of the parties involved in the consultations is inappropriate.

In turn, the leader of "Long live Tunisia", Suhail Al-Alwini, considered that the suspicion of Ghannouchi about the ability and efficiency of the traps is a guaranteed message to reach the President of the Republic who assigned him this task, before he was a message addressed to the parties that supported him and proposed this task, including his party.

Al-Alwaini said in a statement to Al-Jazeera Net that Ghannouchi's attitude towards the traps is an unprecedented escalation, and an attempt to "corner it in the corner with his arm" in order to respond to the conditions of the renaissance by involving the "Heart of Tunisia" in the next government coalition.

He explained that the struggle for legitimacy between the Speaker of Parliament and the President of the Republic has become intense, adding, "While the Ennahda movement sees it as the owner of parliamentary legitimacy emanating from the results of the legislative elections, he sees the traps and behind him Qais Saeed that the popular legitimacy that he gained from the votes of more than 70% of the voters is More powerful".

Political belt
And the Prime Minister-designate had announced in his first media appearance after his assignment that he derived his legitimacy from the President of the Republic, Qais Saeed, which infuriated the major parties in Parliament, including the Ennahda Movement and the "Heart of Tunisia", which was excluded from the consultations.

It seems that the desire of the traps to form a solid political belt to guarantee the passage of his government in Parliament has become - according to observers - not mathematically guaranteed, in light of the Renaissance Declaration (54 seats), the Dignity Coalition (19 seats) and the National Reform Bloc (15 seats) as different conditions to ensure its vote in favor of The government, in addition to excluding the "Heart of Tunisia" (38 seats) and the Free Constitutional (17 seats) from participating in it.

The media and political analyst Mohamed Bouaoud goes on to say that "Ghannouchi fired a bullet of mercy in the face of the traps and his government, and he wanted to prove again that he had the final say in defining the features and composition of the government."

Promises added in a statement to Al-Jazeera Net that the traps made a mistake twice, when he thought that his going towards a government with a revolutionary soul would give him the satisfaction of Ennahda and Ghannouchi movement, and when he accelerated the political positioning and announced the exclusion of his opponents early.

He continued, "Sheikh Al-Nahdha replied al-Sa’a to the parties that brought down his previous government in parliament, and succeeded in putting an end to the electoral legitimacy of Qais Saeed represented by the designated Prime Minister, and he also demonstrated that the fate of the government is in his hands now."

He promises that there are three possible scenarios in front of the traps, either bowing to the Ghannouchi clause in engaging the "Heart of Tunisia", submitting a request to be excused from this mandate, or going to parliament to seek confidence and waiting for the results of the party vote.

It is noteworthy that Chapter 89 of the Tunisian constitution states that if members of parliament do not give confidence to the government, the President of the Republic has the right to dissolve parliament and call new legislative elections within a period of 45 days and a maximum of 90 days.
