In Chita, the father of four children was detained and placed in a pre-trial detention center, hiding from the police and guardianship in an abandoned emergency home. This is reported by the Investigative Department of the IC of Russia in the Trans-Baikal Territory.

“The father of the children was detained by the police in Chita, he was placed in a pre-trial detention center. He was wanted for harm to moderate health. All his children were placed in a social rehabilitation institution; at the moment, nothing threatens their life and health. A pre-investigation check is underway on this fact, ”said Senior Assistant to the Head of the Investigation Department, Lieutenant Colonel of Justice Yegor Markov.

In addition, the UK instituted criminal proceedings under part 1 of art. 293 of the Criminal Code (negligence, entailing a significant violation of the rights and legitimate interests of citizens).

“According to the investigation, violation of the rights of young children became possible as a result of improper fulfillment by officials of the authorities of the prevention system of their official duties to protect the rights of minors,” the department emphasized.

Law enforcers learned about the situation from the media. Earlier in the press and social networks it was reported about a homeless family found by random passers-by in empty ruins in the First microdistrict (Ingodinsky district) of Chita. The father of the family and four of his children, a 5-year-old girl and three boys of six, ten and twelve years old, were basking in a fire in the middle of an emergency hut. All of them were very dirty, poorly dressed, hungry and frozen, without money, eyewitnesses told. In the building they occupied there were no basic amenities; they slept on straw right on the cold floor.

“The children walked almost naked”

The story of the family’s father, Alexander, was told by RT worker of the One of Us social project Andrei Tolkachenko, who is now collecting humanitarian aid for family members. Chita residents bring clothes, food and transfer money to support children.

According to RT Tolkachenko, before the cold weather, the family lived on the banks of the Chitinka River in a hut. With the onset of frost, the father, mother and four children moved into an unheated abandoned hut, where they were found by passers-by.

“Zhenya’s friends (social activist Yevgeny Fedorov. - RT ) lost the dog while they were looking, came upon a hut, came in - and there the children were almost naked. And the fire is burning, ”said Tolkachenko.

According to activists, in September and October, when the family lived in a hut, the older children went to school, their children bathed their children in the river and washed their clothes there. Recently, Alexander earned by handing over scrap metal, but the proceeds were barely enough for food.

“The children said that dad cares for them, feeds them and dresses them. He hardly drinks, but his mother drinks, and much, ”added Andrei. “She allegedly went away on weekends for cigarettes and has not returned to the children since.”

Previously, according to Tolkachenko, the family lived in the village of Alexander Plant. There they bought a house, investing maternal capital. But the housing turned out to be unsuitable - it quickly began to damp and rot.

The local guardianship, which checked the living conditions of the children, set a condition - if the spouses do not put the house in order, the children will be taken away.

For some time the family managed to live with relatives, Alexander worked at a brick factory, but then he was fired, he fell seriously ill and was hospitalized in critical condition. I had to move out of relatives after his discharge.

After that, his father moved his family to Chita, where he managed to rent a room. In the city, he got a job as a loader. However, he soon had a conflict with the owners of rental housing.

“They lived, roughly speaking, for a bottle of vodka - the owners of the apartment made this condition. That is, the neighbors promised to look after the children while the father was at work, and he brought them vodka for this, ”added Andrei Tolkachenko. “Actually, on this basis, the conflict occurred.”

According to him, one day there was a drunken brawl. The neighbors wrote a statement to the father of many children. According to the Ministry of Internal Affairs of the Trans-Baikal Territory, a preventive measure not related to the arrest was chosen to the father of the family. The case was sent to court, but he did not appear at the hearing. Therefore, the court chose a preventive measure in the form of detention. Because of this, in December he was put on the federal wanted list.

Disappeared in an unknown direction

The deputy prime minister of the regional government Ayagma Vanchikova said that they had been looking for the family since the beginning of November. The family left the house in the Aleksandrovo-Zavodsky district, bought with maternity capital, on the initiative of the mother, who wanted to hide the children from the person with whom they were subsequently found. From the fall, upon arrival in Chita, the children were placed in the social rehabilitation center "Nadezhda", then transferred to the center "Bereginya". Employees of the institution helped the children’s mother get a job as a cleaner, rent an apartment, the children went to school, the youngest girl went to kindergarten.

“In the future, the father of the children committed a crime, took his wife and children, they explained to the Bereginya center that they were moving. Then the family disappeared in an unknown direction, ”said Vanchikova at a special meeting on January 24 in the regional government.

According to the Commissioner for Children's Rights in the Trans-Baikal Territory, Ivan Katanaev, in fact, the family has six, not four children — the youngest girl is in the “baby house”, and the eldest 13-year-old son lives with her grandmother. The Ombudsman also added that the father of the family had previously been repeatedly convicted of theft and possession of drugs.

Katanaev added that the man accepted the placement of children in the shelter calmly, because he believes that they are better off in social institutions, and not on the street.

According to media reports, the mother of children Elena Vasilyeva had previously been deprived of parental rights in relation to two children. According to the Governor of the Trans-Baikal Territory, Alexander Osipov, a search is now underway for a mother, as well as relatives who are ready to accept children for upbringing.
