In Madagascar, since January 12, a major recruitment campaign for senior government positions has started. Applicants can submit their application on an online platform.

Director of service in ministries, director general of a public company, governor, ambassador, adviser to the president, or even minister ... The candidates, of Madagascan nationality, holders of a higher education diploma and five years of professional experience minimum have until January 24 to apply.

What is the assumed goal of this initiative and for what real result? What does such an operation also reveal?

" It is time to appoint the right person in the right place, " one asserts the presidency.

In ten days, the state received nearly 1,200 candidacies, including fifty " for ministerial positions ," said Lova Hasinirina Ranoromaro, Director of the Office of the President. However, a few days before an announced reshuffle, the latter admits that the delays in the selection of profiles suggest that " if there is recruitment, it will be more for a future reshuffle ".

The assumed objective of this recruitment is to put an end to corruption, nepotism and political cronyism "which have always been a common practice within the Madagascan administration", explains this close to the head of state as well as " mobilize any competent person wishing to help the President of the Republic to achieve the rapid development of the country ”.

During his vows to the press on Sunday morning, Andry Rajoelina repeated it: meritocracy must take precedence. Those close to the president will now have the same vision as him, in other words, " marry his Madagascar Emergence Plan ", even risks his director of cabinet. Problem however, a year after taking power, the famous framework document has not yet emerged from the ground. Over the months, the provisional versions follow one another, as do the announcements of the publication of the final document. In the presidency, it is rumored that the final version of the PEM should be released " in February ".

A consortium of recruitment firms, whose names and nationality of head offices are kept secret, has managed the selection of the most interesting profiles.

We hope to have the presentation of the first profiles selected within two months. There are vacancies in certain Malagasy companies or in embassies. It is becoming urgent ”, notes the director of cabinet of the presidency.

With this initiative, the Malagasy State enjoys the opportunity to create a large CV library of very diverse profiles, Malagasy talents sometimes residing far from the Big Island.

" We would like to reduce the brain drain and encourage our diaspora to come and contribute to the emergence of the country, " says Lova Hasinirina Ranoromaro.

However, within foreign chancelleries, this modus operandi surprised: " Is this not the admission of failure of a president who has not managed in a year to surround himself well and who calls on good will of his fellow citizens? "

" Let us rather say that there are not enough skills to be able to follow the challenges that the president has launched in the country, " kicks the director of cabinet in touch.
