It is expected that the conference will also be attended by parties to the conflict in Libya, Turkish President Recep Tayyip Erdogan, German Chancellor Angela Merkel, Egyptian leader Abdel Fattah al-Sisi, US Secretary of State Mike Pompeo and representatives of other countries.
The Kremlin said earlier that Putin and Erdogan plan to meet in the German capital before the conference.
