“When we return to the message again and again, it is a historical, fateful message for us,” Volodin said.

According to Volodin, the president "proposed to give part of his authority to the citizens of our country, so that through their deputies they would decide on the appointment of ministers and the formation of the government."

The State Duma speaker added that a strong presidential power remains. He noted that "the president can take and remove from the post of a loafer and ineffective."

Volodin believes that "this is a completely different filling of the institutions of power." In his opinion, in the future this should increase efficiency and resolve issues of improving the well-being of the people.

On January 15, the Russian president, announcing a message to the Federal Assembly, proposed a vote on a package of amendments to the Constitution.

The president, in particular, proposed tightening the requirements for presidential candidates.
