In recent weeks there has been a pulse in the political back room between Pedro Sánchez and Pablo Iglesias. Both leaders agreed on an important bulk of the government program they want to execute in their Coalition Executive. But there were discordant points, frictions and economic disputes. Issues such as rent, the electricity market or labor reform have taken hours of conversations. Finally, United We have managed to start the PSOE that municipalities and communities can regulate the rental price in stressed areas, de facto repeal of the 2012 labor reform of the PP or the modification of the electricity bill in order to reduce the fixed term and thus make it cheaper.

The agreement, which consists of 50 pages, describes, as explained by both formations, "the importance of assuming the commitment in defense of freedom, tolerance and respect for democratic values as a guide for government action, in accordance with what represents the best European tradition. " In these commitments, the party led by Iglesias, despite having a political muscle inferior to that of the Socialists (35 deputies versus 120), has managed to find some of its flag measures on the road map of the next Government.

Public rent regulation

One of the most important, and one of the battles that have given the purple in all these months, in the public intervention of the rent. The Socialists were reluctant to this issue, as was evident in the decree that led to Congress. But the program that Pedro Sánchez and Pablo Iglesias present at the Congress shows that the autonomous communities and / or municipalities will be enabled "so that from the State System of Reference Indexes of Housing Rental Prices being developed by the Ministry of Development can establish its price index according to an objective methodology and subject to periodic review ".

Likewise, the agreement contemplates that the municipalities that so consider may declare in an objective and based on technical criteria, temporarily and exceptionally, an urban market area stressed when there has been an abusive and sustained increase in rental income of habitual housing, which hinders its inhabitants from accessing and enjoying a home at a reasonable price. "

Repeal of the labor reform

In United We can have special satisfaction with this matter. Since socialists and purples glimpsed years ago that they were calling to understand each other, the repeal of the 2012 labor reform, promoted by the PP, has been a constant point of confrontation. The Iglesias party has always opted for its complete repeal, the PSOE, in the words of the Minister of Economy Nadia Calviño, to eliminate the "most harmful" aspects.

Finally, the Government program expressly includes the word 'repeal': "We will repeal the labor reform. We will recover the labor rights taken away by the labor reform of 2012". The sources consulted indicate that there is no surname to the repeal.

Specifically, the agreement includes:

- We will promote the protection of working people within the framework of social dialogue and recover the role of collective agreements.

- We will repeal the possibility of dismissal for absenteeism caused by sick leave.

- We will repeal the limitations to the temporal scope of the collective agreement, making it go beyond the provisions contained therein, after the end of its validity and until the negotiation of a new one.

- We will repeal the application priority of the company agreements over the sector agreements.

- We will modify art. 42.1 of the Workers' Statute on hiring and subcontracting for the purpose of limiting subcontracting to specialized services outside the main activity of the company.

Electricity bill

Large companies, oligopolies, have always been in the sights of United We can. The purples were committed to creating a public energy company that would lower the electricity bill. The PSOE ruled out that option. Finally, the agreement that has been reached is to undertake the necessary "regulatory changes in relation to the operation of the

electricity market to end the over-compensation (known as "benefits fallen from the sky") that certain technologies receive in the wholesale market ".

Likewise, and as can be seen from the written text, citizens will attend a drop in the electric bill for the purpose. The way to achieve that PSOE and United We have agreed is to lower the fixed term. "Reduce the percentage that represents the power term; that the variable term of the regulated component is incremental in function of the energy consumed, so that the cost to be paid by the consumers for the first Kw / h is less than the following , encouraging energy efficiency. "
