On Monday, December 16, Vladimir Putin signed a series of federal laws that amend several areas of Russian life.

The funded part of the pension

In particular, the president signed a federal law on the freezing of the funded part of the pension until 2023. The changes will enter into force on January 1, 2020.

Recall that deductions to the funded part of the pension system in the amount of 6% of wages are sent to the insurance part, that is, they go to payments to current pensioners. This procedure has been in force since 2014 and before it was assumed that the norm would remain in force until 2021.

The law signed by the head of state extends the freeze for 2022 inclusive. Earlier, the Cabinet of Ministers estimated that this decision will allow in 2020 to increase the income of the PFR budget in the part not related to the formation of funds for financing the funded pension by 634.8 billion rubles.

Along with this, the transfer from the federal budget allocated to compulsory pension insurance will decrease by a similar amount.

Departure of former FSB officers abroad

In addition, the president signed a law temporarily restricting the right to leave Russia for former employees of the Federal Security Service. According to the approved order, such a ban can last five years. The order of the decision on the restriction will be established directly by the FSB.

The current legislation has already established a temporary restriction on a citizen’s departure if he serves in the FSB. The new document extends possible restrictions for the period and after this work.

The authors of the document previously indicated that security officials require additional protective measures “against the backdrop of a tense international situation” and “frankly hostile actions and provocations” from foreign countries.

Anti-terrorism protection

Another document signed by the head of state concerns fines for the lack of anti-terrorism protection at facilities. These measures are included in the Code of Administrative Offenses.

Violation of the requirements for anti-terrorist protection of objects or obstruction of the activities of employees responsible for security is punishable by a fine.

The collection amount for individuals will be from 3 to 5 thousand rubles, for officials - from 30 to 50 thousand rubles, or disqualification will follow for a period of six months to three years. For legal entities, the punishment varies from 100 to 500 thousand rubles.

A comparable measure is introduced for violation of the requirements for the protection of objects of religious organizations. For legal entities that violate these rules, fines are provided in the range from 50 to 100 thousand rubles.

Foreign media agents

The list of signed documents also included fines for failure to comply with the law on media-foreign agents.

The document states that such a violation would entail the imposition of an administrative fine on citizens in the amount of 10 thousand rubles. Penalties for officials and legal entities will amount to 50 and 500 thousand rubles, respectively.

For repeated violation, fines will be fined for 50 thousand rubles, officials - 100 thousand, and legal entities - 1 million rubles.

Violation of the law more than two times in one year for citizens will entail a fine of 100 thousand rubles or administrative arrest for up to 15 days. In this case, 200 thousand rubles of fine are provided for officials, 5 million rubles for legal entities.

The law should enter into force on February 1, 2020. Recall that the term “foreign agent” as applied to the media in Russian law was enshrined in November 2017. The Kremlin then noted that the new order was a response to the demand of the US Ministry of Justice for RT America. The branch of the Russian broadcaster, according to the order of the department, was obliged to register in the USA as a foreign agent.

Transfers within 15 thousand rubles

Another document, Putin gave the “Post of Russia” the right to carry out simplified identification of citizens when they send and receive mail orders within 15 thousand rubles.

Simplified identification can be carried out when the client personally visits the post office or remotely. To complete the procedure, it is enough to indicate information about the surname, name and patronymic of a citizen, the series and number of his passport.

Earlier, as part of the implementation of the law “On combating the legalization (laundering) of proceeds of crime and the financing of terrorism”, postal employees had to carry out full identification of an individual when making transfers, regardless of the amount.

The authors of the new law drew attention to the low risk of income legalization by postal organizations.

Electronic work books

Another major innovation approved by the president today is electronic work books.

From January 1, 2020, the employee will be able to request information about the labor activity on paper or in electronic form. You can get this information from the MFC, the Pension Fund, the public services portal, or from your employer at your last job.

Until June 2020, employers are obliged to inform employees about innovations, and employees will be able to choose between paper and electronic work books. Since 2021, for those who are entering into labor relations for the first time, only electronic work books will be opened.
