December 16, 2019The number of Italians moving abroad has increased, while for the first time in five years immigration has decreased in our country, with a sharp decline especially in arrivals from Africa. It is the photograph taken by Istat in the Registrations and master data cancellations report of the resident population - Year 2018. In 2018, the report reads, the total volume of personal data for cancellations abroad is 157 thousand, an increase of 1 , 2% compared to the previous year.

The emigration of Italian citizens is 74% of the total (116,732). If we consider the number of repatriations, or rather the registry entries from abroad of Italian citizens, equal to 46,824, the calculation of the Italian migratory balance (registrations minus registry cancellations) returns a negative value of 69.908 units.

The emigration rate of Italian citizens is 2.1 per 1,000. In the decade from 1999 to 2008, the Italians who moved their residency abroad totaled 428 thousand against 380 thousand repatriations, with a negative balance of 48 thousand units. From 2009 to 2018 there was a significant increase in cancellations for foreign countries and a reduction in returns (a total of 816 thousand expatriates and 333 thousand repatriations); consequently, the Italian migratory balances with foreigners, above all starting from 2015, were negative for 70 thousand units per year

Where the Italians start from
The region from which most Italians emigrate, in absolute value, is Lombardy with a number of registry cancellations for foreign countries equal to 22 thousand, followed by Veneto and Sicily (both over 11 thousand), Lazio (10 thousand) and Piedmont (9 thousand).

In relative terms, compared to the Italian population residing in the regions, however, the highest emigration rate occurs in Friuli-Venezia Giulia (4 Italians out of 1,000 residents), Trentino-Alto Adige and Valle d'Aosta (3 out of 1,000 Italians). With greater territorial detail, the flows of Italian citizens headed abroad are mainly from the first four metropolitan cities by demographic size: Rome (8 thousand), Milan (6.5 thousand), Turin (4 thousand) and Naples (3.5 thousand) ); in relative terms they are Imperia and Bolzano (both 3.6 per 1,000).

Where the Italians go
In 2018 the United Kingdom continues to welcome the majority of Italians emigrated abroad (21 thousand), followed by Germany (18 thousand), France (about 14 thousand), Switzerland (almost 10 thousand) and Spain (7 thousand). In these five countries, 60% of the expatriates of fellow citizens are concentrated.

Where foreigners come from
The trend of migratory flows entering in the last decade by macro-areas of origin shows a general decrease in immigration for all foreign countries. In 2018, the largest number of registries from abroad came, in absolute terms, from European countries: Romania with 37 thousand entries (11% of the total) confirmed itself as the main country of origin, albeit in decisive decline (-10% compared to 2017) . Less numerous are the flows coming from Albania (over 18 thousand) but in strong increase compared to the previous year (+ 16%). Subscriptions follow from Ukraine (8 thousand, -2%), Germany (over 7 thousand, + 9%) and the United Kingdom (just under 7 thousand, + 12%). For the last two flows, these are mainly Italian citizens returning home after a stay abroad.

Who arrives in Italy from Africa
The immigration from the African continent is still consistent, but clearly decreasing, in particular those from Nigeria (18 thousand, -24%), Senegal (9 thousand, -20%), Gambia (6 thousand, -30%), Costa d ' Ivory (5 thousand, -27%) and Ghana (5 thousand, -25%) which had recorded record increases during 2017. Morocco is the only African country that shows a positive variation compared to the previous year (17 thousand, + 9%).
