“A boat fire (Conception. - RT ) is a tragedy that could have been prevented if more stringent security measures had been taken,” Feinstein said.

Pleasure boat Conception sank on September 2 off the coast of Santa Cruz. All 34 dead were on the lower deck. Only five crew members who were on the upper deck at the time of the fire managed to escape.
