According to the Ukrainian television channel ESPRESO.TV, Zelensky said during a meeting with victims of the events at the Euromaidan in Kiev that he plans to propose the creation of a “municipal guard” on the territory of the self-proclaimed Donetsk and Lugansk people's republics as part of the Norman summit in Kiev.
