Visco (Bank of Italy): there is no debt restructuring mechanism
"The reform neither foresees nor announces a mechanism for the restructuring of sovereign debts. As in the Treaty already in force today, there is no exchange between financial assistance and debt restructuring". This was stated by the Governor of the Bank of Italy, Ignazio Visco, during his hearing in joint Commissions of the Budget and EU Policies, on the functioning of the European Stability Mechanism (MES) and its prospects for reform. "Even the verification of the sustainability of the debt before the aid is granted is already provided for by the current treaty. It is a clause protecting the resources of the MES of which Italy is the third principal financier", underlines Visco.
