The situation has been problematic in the optical waste treatment since the summer of 2017 when the green food waste bags were introduced in the municipality.

- Since people do not seem to understand the seriousness of throwing loose or not reconnecting their garbage bags, we see the penalty fee as one of the few ways that remain. When things start to feel a bit in the wallet, we think people are getting better, says Åsa Montan, communicator at Hem.

Individuals who neglect will first receive a number of warnings. Then it will be a fine of SEK 200. The proposal is included in the waste tariff 2020, which local politicians will decide on December 12. If the green light turns on, the sanction fees can be put into systems this fall.
