According to the authors of the bill, failure to fulfill the obligation to localize databases with personal data poses a threat to the security of citizens, as well as creates obstacles to the effective fight against terrorism and extremism. In addition, according to the authors of the initiative, this threatens the functioning of the critical information infrastructure.

Before the second reading, the State Duma Committee on State Building and Law adopted amendments. It is proposed to impose a fine for officials from 100 to 200 thousand rubles for the first violation, and from 1 million to 6 million rubles for legal entities. In case of repeated violation, the fine for officials will be from 500 to 800 thousand rubles, and for legal entities - from 6 to 18 million rubles.

Earlier, the State Duma adopted in the first reading a bill on fines for violations by operators of personal data storage requirements in Russia.
