Too many complaints of domestic violence are dismissed, according to a report of the General Inspectorate of Justice made public Sunday, November 17. The custody of the seals recognizes state failures on domestic violence. " The penal chain is not satisfactory, " says Nicole Belloubet, in the Journal du dimanche (JDD).

This report examined 60 spousal homicide cases and nearly 30 attempted files, all of which resulted in a trial at the Assizes.

According to the document, the seizure of justice and the lack of investigations are one of the flaws of the system. In 40% of cases, the victim had previously reported violence to the police. Facts too often recorded via a handrail. Yet a 2013 protocol aims to systematize the filing of complaints in cases of domestic violence.

Even after the report, the judicial response is not adequate. 80% of the complaints transmitted to the public prosecutor's office were dismissed. Preliminary inquiries were insufficient. According to the report, " the victims are auditioned, the perpetrators are not always and the witnesses or the neighborhood hardly ever ".

As for the protection of the victims, they are not used enough, especially the "tele-protection serious danger", these phones can geolocate the woman in danger and quickly alert the police are attributed by decision of the prosecutors of the Republic.

Prohibitions of coming in contact with the victim or going to his home are rare, too. Only seven perpetrators of feminicide were subject to such a measure.
