The Faffe is in the judicial spotlight, with open proceedings in the Court of Instruction 6 of Seville, and in the politician, with an investigation commission in the Andalusian Parliament, for functioning almost as a placement agency for dozens of plugged in of the PSOE and accumulate a total of 56,644,950.80 euros without justifying exceptional grants from the Andalusian Government. The judicial and political investigations also try to clarify the spree paid for with public money in several Andalusian brothels with the 'black cards' of Fernando Villén , former director general of the Faffe and former secretary of Employment of the PSOE-A.

THE WORLD has had access to "financial control of operations" reports prepared by the General Intervention of the Board on the documents provided by the Faffe before the Andalusian Administration to justify the millionaire subsidies that each year received. In them, the "irregularities" detected after an exhaustive analysis of thousands of supporting documents are alerted.

Among the most striking anomalies are the invoice of chocolates, nougat and jelly beans in the amount of 8.09 euros, another of anise chocolates worth 10 euros, two stoves amounting to 345.29 euros each, 80.25 euros in a florist, 54.93 euros from a bouquet of flowers and 83.66 euros from a flower arrangement. These are just examples of the long list of irregular receipts that the Faffe contributed to the Andalusian Administration to justify grants from the Board and the European Social Fund. The Intervention threw them all back.

The officials also detected irregularities in the accommodation expenses that the Faffe included in the files, since "the people who are related in the supporting documents of the accommodation expenses have no connection with the project , as their salary costs are not imputed in the justification "of the grant, collect the report. In another section, the auditors criticize the delivery of invoices without "providing the contracts signed with the suppliers, nor the contracting procedure carried out, nor explaining the relationship of the expenses with the subsidized project".

Plug Law

One of the files analyzed by the General Intervention is the grant amounting to 2,923,051.87 euros granted by the Andalusian Employment Service (SAE) to the Faffe on December 16, 2010 by the Government then chaired by José Antonio Griñán . This aid was granted only a few months before the Employment Foundation expired on May 3, 2011, under the Andalusian Public Sector Reorganization Law, also known as the 'plug law' because it meant integration into the Andalusian administration of all personnel, including plug-ins, that were in foundations, agencies and public companies, including the more than one thousand employees of the Faffe.

Precisely to this subsidy of 2.9 million, the Faffe irregularly charged an expense of 174.65 euros on toll roads of Fernando Villén and another 57.87 euros in taxis, among countless invoices more incorrectly charged to the help because "the expenses are not related to the subsidized project ".

To a different subsidy, the Faffe imposed an invoice amounting to 2,304.55 euros corresponding to the 'renting' of a Volkswagen Passat vehicle. "The beneficiary entity does not provide either their relationship with the subsidized project or the explanation of the imputation criteria," the Intervention censors. Identical reproach makes on a bill of 1,726.59 euros of fuel supply of a Solred card .

Another of the grants analyzed by the General Intervention is the nominative grant granted to the Faffe on November 11, 2008 by the Governing Council, then chaired by Manuel Chaves, for an amount of 27,167,886.60 euros for the project called "Excellence and modernization of labor intermediation and its tools ".

There is more. The grant of 689,487.76 euros granted by the General Directorate of Intermediation and Labor Insertion of the Andalusian Employment Service (SAE) on October 6, 2008 for the financing of a project within the framework of the Program of Implementation of Professional Guidance Units , which was finally 609,871.59 euros.

To this file, the Faffe charged expenses on "non-eligible" food products , among a long list of diets, hotels and salary supplements that were not related to the aid.

When the General Intervention detects anomalies in the justification of the subsidies, it proposes the "decertification" of the irregular amount so that the European Social Fund does not cost it. On other occasions, it directly proposes the reimbursement of all aid or a part thereof, as reflected in the reports collated by this newspaper.
