He noted that the people in the video “can confirm” his words that he “didn’t torture anyone with electric shocks, he just wanted to scare them to stop, because thousands of Grozny residents suffered from scammers, apartment swindlers”.

Kadyrov explained that from their actions he “was disgraced as a mayor before the leadership, because he was responsible for everything.”

The ex-mayor said that hundreds of houses were built for the needy residents of the Grozny village with funds from the Akhmat-Hadji Kadyrov Foundation, but a group of scammers tried to capitalize on this.

"In this situation, I was doubly disgraced, as belonging to the Kadyrov family, as the person responsible for everything that happens," RIA Novosti quoted Kadyrov as saying.

He explained that he scolded women, being in a state of emotional tension, so that they realized their mistakes.

Kadyrov admitted that he had made a mistake in not passing them into the hands of law enforcement officers.

“He didn’t want women to go to jail,” he said.

Kadyrov added that he was not looking for an excuse for his actions and was ready to be punished for mistakes and actions.
