“At the moment, nine people have been hospitalized in the Kuraginsky district hospital with a slight degree of severity. In Krasnoyarsk, in the regional clinical hospital, eight people are being treated (one was discharged), ”the agency’s website says.

As emphasized in the regional Ministry of Health, the victims receive full assistance, they provide psychological assistance.

“The situation is under control, patients do not have a life threat,” the ministry emphasized.

Recall, on October 19, in the vicinity of the village of Shchetinkino in the Krasnoyarsk Territory, a dam broke through on the Ceiba River. At this place, the Sisim company, owned by the Sibzoloto holding, was producing gold. As a result of the accident, 15 people were killed, five more were missing.

Due to the collapse of the dam, a mudflow has formed - a stream, for the most part consisting of stones and rock fragments. TASS, citing a source in the regional leadership, said that the wave height was up to 4 m.

In connection with the tragedy, the authorities declared mourning on the territory of the whole region on October 21.

“October 21 was declared the day of mourning in the Krasnoyarsk Territory for those who died in the destruction of the dam in the Kuragin region ... The flags of the Krasnoyarsk Territory will be lowered in all cities and regions,” the website of the regional government says.

Authorities will pay compensation to the victims and families of the victims. According to the Minister of Social Policy of the Territory Irina Pastukhova, from 50 to 500 thousand rubles will be received by those who have suffered damage to their health - depending on the degree of damage.

Families of the victims will receive 1 million rubles, she said.

“And the families of the missing, today there are five such people, the issue of allocating targeted financial assistance of up to 500 thousand rubles is also being considered,” said Pastukhova.

Also, the head of the Krasnoyarsk Territory, Alexander Uss, told President Vladimir Putin what measures the authorities are taking to eliminate the consequences of the accident.

“Soil quality not determined”

For preliminary reasons, the cause of the accident was the quality of the soil. During the meeting, judge Marina Poptsova read out the materials of the investigation, in which it was reported that the soil from which the dam was made was not properly examined.

“Damage to the hydraulic structure (hydraulic structure - RT ) could have occurred for the following reasons: the hydraulic structure was constructed from local soil, the quality of this soil has not been determined. In general, it is necessary to establish whether this soil can be used for such structures. Filtration processes exist in the hydraulic structures, that is, water is filtered through the hydraulic structure, which has a negative process of reducing soil adhesion, ”TASS quoted her as saying.

Note that shortly after the destruction of the dam, it became known that it was not officially registered.

“According to preliminary data, we are not registered as a hydraulic structure at all. The dam is about 5 m high, and the workers' settlement was below this reservoir, ”said Krasnoyarsk Territory Governor Alexander Uss on October 19.

The Yenisei Department of Rostekhnadzor also reported that the dam was not registered in their database, and therefore its examination was not carried out.

The Investigative Committee opened a criminal case under Part 3 of Art. 216 of the Criminal Code of the Russian Federation (“violation of safety rules during the work, resulting in the death of two or more persons”). According to the UK, the village destroyed five dams and all of them were built illegally.

“It was established that the dams were erected illegally without any permits in order to divert groundwater at the gold mining site. The breakthrough began from the very top, and then four more hydraulic structures collapsed due to the strength of the moving water stream, ”the agency’s website says.

Moreover, the UK said that work on the spot was organized by a person who did not have a special education.

“It was established that the mining foreman, whose job responsibilities included organizing and conducting work on the site, does not have any special education,” the Investigative Committee emphasized.

Neither the mountain master, nor the general director of Sishima admit their guilt in the incident, said Olga Shamanskaya, a representative of the regional department of SK. At the same time, the head of the site, Andrei Eganov, on the contrary, pleaded guilty. He was arrested for two months.

“The defendant fully admits his guilt, signed a cooperation agreement with the investigation, took part in rescue operations,” Interfax quoted the defense representative as saying.
