According to the head of the committee, Leonid Levin, corrections were made that clarified that Roskomnadzor "determines the procedure for installing, operating and upgrading the network of a communication operator for technical means to counter threats."

“If during the consideration of the claims of the subscriber it was revealed that failure to fulfill or improper fulfillment of obligations arising from the service agreement may be due to failures in communication networks as a result of the operation of technical means to counter threats, the telecom operator has the right to send to Roskomnadzor the functioning of these funds, "- quotes TASS parliamentarian.

He noted that if a citizen who is dissatisfied with the service, went to court without agreeing with the operator, then "the operator has the right to send to Roskomnadzor the idea that this failure was related to the activities of technical means."

The amendments state that the procedure and deadlines for the consideration of claims of operators for the functioning of technical means for countering threats and the requests of operators will be established by the government.

It was also clarified that ensuring the stable and secure functioning of the Internet in Russia is carried out by telecom operators, owners or other owners of technological communication networks, traffic exchange points, communication lines crossing the state border, as well as "other persons if these persons have an autonomous system number" .

Levin added that technology networks that do not have access to the external Internet do not fall under the regulation of the future law.

According to him, the committee will recommend that the bill be included on the agenda of the lower house of parliament on Thursday, April 11.

He stressed that the initiative will in no way affect Internet users in Russia.

The draft was adopted in the first reading on February 12.
