According to him, the political situation has not changed because of the presidential elections in Georgia.

“As long as there is no real change in attitudes primarily towards the Russian Federation on the part of Georgian politicians, there will be no positive changes in relations with South Ossetia,” said Bibilov.

He noted that Georgia is still not ready to sign a memorandum on the non-use of force, which indicates that Tbilisi "has a certain external influence and does not belong to itself."

Bibilov added that South Ossetia is ready for negotiations with Georgia.

In September 2018, the Russian Foreign Ministry called on Georgia to begin a dialogue with Abkhazia and South Ossetia.
