Starting from the public elementary school in 2011, free meals that are expanded to early grades in early 2014 and early junior high schools will be implemented for the first time in high school next year.

First, 96 high schools in 9 autonomous districts will be piloted from the third year, and will be gradually expanded to 320 high schools and all grades in Seoul by 2021.

This means that all the 930,000 students at 1,302 schools in Seoul, Korea will enjoy free meals.

[Park Won-soon / Mayor of Seoul: Free meals are the only way to ensure the health of our students and the equality and happiness of the students.

If you expand the free meals to all schools, you will have a budget of 700 billion won per year. The Seoul Metropolitan Office of Education, Seoul City, and Autonomous Prefecture will share the ratio of 5 to 3.

The problem is how to allocate additional resources of KRW250 billion.

A lot of Ward office is disappointed in financial sharing and expects to suffer some pain until free food service settlement.

[Borough officials: (the number of students per borough) is almost four times more than the difference ... If you have a lot of students, you have to pay as much. (Education expense subsidy) The whole pie is limited. Now, if you go out extra (school meals), you will have to cut down on school facility subsidies or something else.]

Also, private elementary schools, which had been suspended due to financial problems in the meantime, will be included in the target, and some controversy about applying welfare in a lump sum seems to be partly reproduced.

[Choi Jae Hyuk / Seoul Shinwol Dong: But I think I should give a difference depending on the income or the environment. I think there will be a little problem if I say it like now.]

Among experts, there are many places to invest in order to advance the educational system. Some point out that if you focus on free welfare, side effects may occur.
