He stated that the social and material status of a scientist and teacher "was lowered below the baseboard" and, in his words, "former honors pupils became complete losers compared to squandering losers."

“As a result, a huge number of the best were forced to leave science and education, go to private structures or emigrate,” the text says.

The head of the Ukrainian Foreign Ministry added that the level of universities in Ukraine, "and with it the level of student knowledge often does not stand up to any criticism."
