On Thursday, 25 October, French Prime Minister Edouard Philippe presented 10 new measures to make life easier for people with disabilities, including the right to vote and the possibility of getting married. Objective: to make people with disabilities become full citizens again.

Concretely changing the lives of people with disabilities is one of the commitments of the government of Edouard Philippe. The idea is that citizens with mental disorders who are under guardianship can vote at the latest for the municipal elections of 2020.

This emblematic measure is accompanied by the right to marry, to pacify and to divorce for people with disabilities and placed under guardianship. A judge will not be able to deprive them. Today, more than 300,000 people can not enjoy these rights. To implement this project, a repeal of an article of the electoral code is necessary. Sophie Cluzel, the secretary of state for the disabled, said that the Civil Code will be amended by the beginning of the year.

Other measures have been proposed, including the granting of the rights to life of the disabled adult allowance for persons whose disability is not likely to evolve favorably. The government has finally promised the publication before the end of the year of a decree making mandatory an elevator for new buildings of at least three floors.
