The decision of the International Court of Justice (ICJ) to allow Qatari students to complete their education in the UAE was the last glimmer of hope for the SA student to complete her studies at Abu Dhabi University or to obtain her education records after the blockade imposed on Qatar in June 2017.

But the international decision was not a deterrent to the UAE authorities, which kept the restrictions to the student and was unable to complete the remaining tests in two subjects only to graduate after that.

The Qatari student, who refused to reveal her name, fears further abuse by the UAE University, has complained of ignoring her repeated requests, the last of which was last August to complete her studies, which caused great damage, manifested in her two years without her right to finish her university studies .

The case of the Qatari student is similar to 159 complaints documented by the National Committee for Human Rights of citizens and residents of the State of Qatar are still deprived of access to their educational institutions because there is no clear mechanism by the UAE in this regard.

Documentation in numbers
The National Committee today issued a report documenting the numbers and testimonies of those affected by the UAE's refusal to comply with the decision of the International Court of Justice and demanding that discriminatory measures against citizens and residents of Qatar be stopped immediately.

The report documents 745 cases of violations by mid-January by UAE authorities against citizens and residents of Qatar, whether in the field of students, family reunification or property, six months after the Abu Dhabi authorities announced their commitment to implement the ICJ's decision.

The information contained in the report is based mainly on the violations received by the National Human Rights Commission through its headquarters, through telephone calls or through the hotline established specifically to monitor the implementation of this resolution or through the Committee's e-mail since the beginning of the embargo.

The report highlights the continuing violations by the UAE because of the unilateral measures taken against the State of Qatar against the State of Qatar even after the ICJ decision. It also monitors statistics on human rights violations due to the arbitrary measures taken by the UAE against citizens and residents of the State of Qatar.

Of the 745 violations of fundamental rights addressed in the ICJ decision, the report refers to 505 violations of the right to litigation (including 498 violations of the right to property and 7 violations of the right to work), followed by 159 violations of the right to education and 87 violations of the right to family reunification Family.

Racial incitement
Despite the decision of the International Court of Justice to oblige the two parties to stop escalating the Gulf crisis and combat prejudices that lead to racial discrimination and promote understanding, tolerance and friendship, the report monitored an ongoing UAE escalation manifested in the involvement of some official officials in the UAE and some media professionals to broadcast a hate speech against the State of Qatar .

The report cited a series of provocative and racist comments against Qatar to incite hatred, incitement to violence, defamation of reputation and the reputation of its leaders, as well as tweets accusing the State of Qatar of terrorism, which was published by a number of UAE officials led by Deputy Head of Police and Public Security Dhahi Khalfan, Bin Nahyan, Hamad Al Mazroui, Dr. Abdul Khaliq Abdullah and others.

The report concluded several conclusions, the most important of which is the continued violation by the UAE of the most favored groups of women, children, persons with disabilities and the elderly, as well as the continued denial of access to justice for victims, as well as the absence of a clear mechanism for implementing the ICJ decision.

The UN Committee on the Elimination of Racial Discrimination called on the UN Committee on the Elimination of Racial Discrimination to call upon both parties to establish a joint, transparent and transparent review mechanism for all persons affected by the arbitrary measures taken by the UAE and to report on their implementation.
