In the face of financial difficulties, the Rectorate decided to dissolve the public interest group for continuing education and professional integration (GIP-FCIP). Sixteen employees are fired on 31 December. They question the responsibility of the administration.

What is GIP-FCIP?

It is a public interest group formed in 2015 for continuing education and professional integration throughout the Academy of Caen. Among his attributions, trainings

for adults in integration or professional reintegration or missions against dropping out of school. Nineteen people are salaried: three civil servants, and sixteen contract workers, eight on permanent contracts and eight on fixed-term contracts.

What's the problem ?

On October 2, employees learned that the structure was disappearing as of December 31, 2018 due to financial difficulties. The three officials will be reclassified, the contracted workers will be dismissed. A shock for most of them. They gathered this Tuesday, November 6, 2018 in front of the rectorate in Caen, supported by 80 of their colleagues from other departments. At the inter-union's call, they wanted to say no to the dismissals and to obtain the renewal of all the fixed-term contracts.

Where do the financial difficulties come from?

According to employees' information, a grant of € 800,000 from the European Funds was not received. What angered employees is that the responsibility would fall on the services of the rectorate. "It has been several months, not to mention two years, that alert one of the conventions has not been properly established, says one of the trainers. Everyone knew about it. We let it go, living on the reserves. And today, we can not cope anymore. To wonder if it was not done on purpose. "

A responsibility of the administration, which according to employees, received in delegation on Tuesday, "was not challenged by the rectorate" . Officially, the rectorate evokes in a statement "a major financial deterioration that impacts the operation of the GIP and prevents its continuation beyond December 31" , refusing to explain the origin of this degradation.

And now, what do we do?

Interviews to reclassify staff will begin. "The services of the rectorate are responsible for the situation but they can not guarantee that there will be no geographical mobility throughout the region", are still indignant employees. "The situations of the employees are studied with the greatest attention to find solutions of re-employment , continues the release. The essential thing is the continuity of pedagogical devices for the benefit of students. The Rectorate also indicates that the "merger of the Normandy Academies in 2020 allows the GIP Rouen to ensure this continuity from January 1, 2019".
