The Force 5 association, one of the opponents of the proposed power plant in Landivisiau (Finistère), has had the bailiff find the presence of this protected species in the enclosure of the future plant. She hopes that this will weigh with the Administrative Court of Appeal, which still has to decide on two appeals.

After the training center of Stade Brest, in Plougastel, will the Quimper snail get in the way of Direct Energie? The company, bought this summer by Total, plans to set up a combined cycle gas plant in Landivisiau (Finistère). An old project, since it originates in the Breton electricity pact, signed in 2010.

The work is supposed to start in 2019. But according to Catherine Kerautret, Force 5 association, " the site can not begin. The Quimper snail is present on the site. This protected species, we can not even touch it! "

Bailiff's report

In mid-October, the association sent a bailiff to make a report. This observation was included in a memoir, "filed by our lawyer at the Administrative Court of Appeal of Nantes" . It is supposed to be studied at the appeal hearing for the ICPE, whose date is not yet fixed. A first appeal of the opponents had been swept by the administrative court of Rennes in June 2016.

"No derogation"

They hope it weighs on the record. "A derogation had been obtained to move other protected species, but no request had been made for the Quimper snail, which was supposed to be outside the perimeter of the site. "

Another recourse, concerning the big gas pipeline, must be judged on appeal this Friday, November 9th. There will remain a last resort, concerning the ministerial decree, before the Council of State.

Contacted, Direct Energy remains on its usual line: "We do not wish to respond to statements of opponents. "
