They would be no less than 250 Chinese spies and 200 Russian spies, according to the European Union's Internal Security Service of Foreign Affairs. He warned European diplomats about some of the hotspots around the Commission and the foreign affairs department buildings, including a restaurant and a cafe, where these spies would also meet. Diplomats must now avoid these places, including a renowned restaurant serving steaks.

The Chinese and Russian secret services would place their agents in embassies and companies in their country with representation in Brussels. According to the German daily Die Welt , " it is an open secret: attachés accompanying diplomats from non-member countries are often undercover spies ".

In addition to the Chinese and Russians, American and Moroccan spies are also particularly active in the capital.
