A member of the Communist Party of the Russian Federation Valentin Konovalov wins the election for the post of head of Khakassia with the result of 57.57% of the votes on the basis of the processing of 100% of the protocols. This is evidenced by the data of the CEC.
According to the preliminary results of the elections in Khakassia, 101 405 people voted for Konovalov, which is 57.57% of voters.
The victory of the candidate from the Communist Party of Russia was announced by the leader of the faction Gennady Zyuganov.
“We came up with a constructive program, and our candidate and the whole team behaved with dignity. Valentin Konovalov won. We will execute the program proposed to the residents, ”Zyuganov quotes Interfax.
In the second round of the election of the head of the republic, only Valentin Konovalov participated. To win, he needed to get more than 50% of the votes.
On September 9, four candidates competed for the post of head of the Republic of Khakassia: the incumbent head of the region, United Russia candidate Viktor Zimin, chairman of the regional branch of the Fair Russia faction Andrei Filyagin, Communist Party member Valentin Konovalov and a representative of the local branch Growth Party Alexander Myahar. According to the results of the first round, Konovalov won 44.81% of the vote, the second was Zimin - 32.42%, and Filyagin was in third place, receiving 11.23% of the votes.
The second round of elections was scheduled for September 23, but was postponed due to the withdrawal of the candidates Zimin, Filyagin and Miakhara.
No serious violations
Elections in Khakassia were held without serious violations, said Nikolai Bulaev, deputy chairman of the CEC.
“As for the CEC of the Russian Federation, today we have no statements, appeals, complaints that would indicate that there were a large number of serious violations. Those statements and complaints that were received do not give grounds to say that the result of the election can be canceled or not recognized, ”said Bulayev.
Representatives of the Communist Party of the Russian Federation have no complaints about the organization and conduct of elections in the republic.
“We have no serious complaints about the electoral process in Khakassia. The only complaint is an attempt to hold a vote by the People’s Head movement, said Afonin.
On November 11, the People’s Head public movement carried out polls at polling stations during the election of the head of the region. According to activists of the “People’s Chapter”, several candidates should participate in the elections. About this they asked citizens.
The Khakassia Electoral Commission did not reveal any irregularities in conducting polls by representatives of the public movement. However, in the Communist Party of the Russian Federation polls were considered “parallel voting”.
“This political technology project was an attempt to disrupt the election of the head of the region. Throughout the day of voting, the Communists fought to remove the agitators of this project from polling stations. And in the overwhelming majority of cases, this has been done, ”the CPRF website notes.
In this regard, according to Afonin, State Duma deputies should prepare amendments to the federal law that would prohibit such surveys at polling stations. In addition, he announced his intention to introduce financial responsibility for candidates withdrawing their candidacies from the elections.
“People believed in our program”
During a press conference on the results of elections in Khakassia, Valentin Konovalov noted that a lot of work remains to be done in the region.
“There is a hard way. Now I have no euphoria. There is a feeling that there is a lot of work. I am sure that with the support of the population - and as the elections showed, it is - we will cope, ”said Konovalov.
Answering the question of journalists about whether his victory was the result of a protest vote, Konovalov noted that such a vote could not ensure victory, after Konovalov was the only candidate for the post of the head of the republic.
“If it were a protest vote, then I would have no chance of winning. People believed in our program, ”Konovalov explained the election results.
He said that he was already representing the composition of the future government of Khakassia under his leadership, noting that it would be formed on a competitive basis.
“Our principled position is that there should be a certain competition. We believe that this government will become a government of national trust, therefore highly professional people should enter there, ”he said in an interview with journalists.
