"Conferences" of a hundred citizens drawn by lot will be associated with the feedback of the "great debate" national organized in January and February following the movement of "yellow vests", confirmed Friday the Prime Minister Édouard Philippe.

"In order to be innovative, we also thought that it was wise to proceed with the designation of conferences which, in each region, will be able to bring together a hundred French citizens drawn randomly," explained the chef. of the government after a meeting with rural mayors and some "yellow vests" in Saint-Yrieix-la-Perche, Haute-Vienne.

Debates starting in mid-January. These conferences of citizens "will draw lots to discuss the results of this debate and participate in some way in these debates," said the head of government. "The idea is to ensure that the French who are not necessarily most involved in life and public debate can give their opinion on the debate and proposals," he boasted. The "grand debate", whose forms are multiple and diverse throughout the territory, must formally begin mid-January until March 1. It is open to all and must combine many "yellow vests".

Synthesize proposals and grievances. The volunteer mayors "will have a prominent place" because "they are the elected most in contact with our fellow citizens," confirmed Édouard Philippe Friday, in this debate whose organization was entrusted to the National Commission of Public Debate (CNDP ), an independent authority chaired by former Secretary of State for Ecology Chantal Jouanno. The feedback of various debates - proposals or grievances - must then be synthesized. The government has already pledged to translate them into "concrete measures", in addition to the emergency measures already announced by the executive.
