4. Behind all these alleged threats from Russia is the desire to spur the Senates, Councils, Unions and Parliaments to make decisions on the military budgets of NATO countries, not otherwise. A revolution is coming in the arms market, Russian weapons are rising in price, and the American arsenal is losing prestige. It has come to the point that the "flawless and uncontested" American Patriot cannot do anything with the Russian Kinzhal.
