These are the

great promises

that the Ministry of Health has launched in the wake of the General State Budget Project (PGE) for 2021.

The Minister of Health, Salvador Illa, presented this Friday the details of the accounts of his department for 2021 according to the budget project that began its parliamentary process on Thursday.

The state budget for health policies will reach 7,330 million euros in 2021, which is 75.3% more than in the budget extended for 2020. The bulk of this increase (2,945 of the 3,148 million extra added to the budget this year ) corresponds, however, to the European funds to face the crisis derived from the covid.

Without them, spending on health policies would grow by only 4.9% (203 million more than in 2020).

The items directly linked to the Ministry of Health (the rest of the health policy items are managed by other ministries) will

amount to 3,421 million euros, which is "ten times more, a very important increase"

, as highlighted by Illa.

When asked if, despite the strong increase, it will be enough to face the bill for the covid, which doctors estimate at more than 22,000 million euros, the minister said he felt

"very satisfied with how the priorities of the Ministry of Health

[in the budget project]. I think there will be enough resources to be able to deal with the covid with guarantees and also to strengthen the National Health System ", since to calculate the total amount allocated to face the covid there would be We must also add the health budget of the autonomies, which are responsible for executing the bulk of public health spending.

Specifically, thanks to the

European recovery aid funds for cohesion

and the territories of Europe (REACT-EU),

1,089 million euros

will be allocated in the state budget

to the Strategic Framework for Primary

and Community

Care

, which will be allocated to any case to the autonomies.

The other big item will be the

1,011 million euros

that will be used to purchase covid vaccines.

Minister Illa, who just a few days ago reported the agreement to purchase

31 million doses of the vaccine being developed by the University of Oxford and AstraZeneca at a price of 2.90 euros

(of which 1.12 will be paid with the European aid fund), which would not reach even 100 million euros, has explained that the rest of the amount foreseen up to 1,000 million in vaccines will be used practically in its entirety for the purchase of vaccines effectively and not for their administration or other issues : "There is a forecast of 1,000 million euros. Not all vaccines are going to be bought at the same price. Spain is in the

The health technology and products employer association,

, has valued as positive the inclusion in the budgets of "a plan for the renewal of health technologies in the SNS for

an amount of 400 million euros that will be implemented by the autonomous

regions. Fenin had requested repeatedly over the last few years the need to make an estimated additional investment of at least 400 million euros per year over 4 years to complete the estimated global figure of 1.6 billion euros for the renovation of the healthcare technology park " , which is obsolete.

In addition to these three major measures, the budget project includes the promise of

progressive elimination of pharmaceutical co-payments

The European injection will also make it possible to allocate 234 million euros to large digital health projects, including the future vaccination registry that will be ready to count those who are immunized against covid when the first vaccines are available, according to the Ministry of Health.

Another of the loudest measures of the health budget project, the result of the Government agreement with Podemos, is the

elimination of the pharmaceutical co-payment for certain groups

.

The Secretary of State for Health, Silvia Calzón, explained that this measure, which

will involve 257 million euros of expenditure

, will be applied to minors with a degree of disability equal to or greater than 33 percent, recipients of the economic benefit of Social Security for a dependent child or minor in permanent foster care or guardianship for adoption purposes and pensioners with incomes below 5,635 euros, or 11,200 euros if they are not required to file a personal income tax return.

According to health estimates, 6.047 million people will be able to benefit from the change.

Finally, Calzón has also announced the recovery of the Health Cohesion Fund to reinforce care in the SNS Reference Centers and Units, with an endowment of 66 million euros and the

expansion of oral coverage with 48.7 million

Although Illa has clearly said that it is too early to know who will direct it and where its headquarters will be located, the budget already includes the

creation of the National Center for Public Health, endowed with 5 million euros

.

As Illa explained, "it will be done within a year. Of course, neither the headquarters nor who is going to direct it has been decided, we are still deciding the legal nature of this center and its structure. An outdated state of alarm?

The large numbers and announcements have not prevented Illa's appearance from being the protagonist of the latest events, from Madrid's request to confine the city to the perimeter for days to the demand of Castilla y León, the Basque Country or Catalonia to allow home confinements.
